Agar tujuan program diklat peningkatan kompetensi guru sekolah dasar dapat tercapai dengan optimal, perlu diawali proses perencanaan dengan melakukan analisis kebutuhan peserta. Proses penyelenggaraan diklat di LPMP D.I. Yogyakarta belum berdasarkan hasil analisis kebutuhan dan kajian pemetaan mutu pendidikan. Hal ini dapat menimbulkan senjangan harapan para guru peserta diklat terhadap layanan akademik yang dapat diberikan LPMP D.I. Yogyakarta dalam pelaksanaan diklat. Persepsi peserta diklat terhadap layanan akademik yang tidak sesuai dengan harapan dapat menurunkan kesesuaian mutu layanan di LPMP D.I. Yogyakarta. Hal ini mengindikasikan efektivitas kinerja LPMP D.I. Yogyakarta tidak maksimal. Penelitian ini dilakukan untuk mengetahui (1) senjangan antara harapan peserta sebelum mengikuti diklat dengan persepsi peserta atas layanan akademik LPMP D.I. Yogyakarta pada diklat peningkatan kompetensi guru sekolah dasar, (2) tingkat kesesuaian mutu layanan akademik menurut persepsi para guru sebagai peserta diklat peningkatan kompetensi guru sekolah, (3) menentukan urutan prioritas perbaikan indikator kinerja dan variabel tingkat kesesuaian mutu layanan akademik pada diklat peningkatan kompetensi guru. Data penelitian diperoleh melalui survai kuesioner harapan dan kinerja dengan responden 80 orang guru peserta diklat Angkatan I, Angkatan II, dan Angkatan III tahun 2008. Penentuan urutan prioritas perbaikan indikator dan variabel mutu layanan menggunakan Diagram Importance-Performance Analysis. Berdasarkan uji statistik seluruh indikator mutu, diketahui adanya senjangan yang signifikan antara harapan peserta diklat dengan mutu layanan akademik yang dapat diberikan LPMP D.I. Yogyakarta. Variabel mutu fasilitas akademik dan variabel mutu materi diklat memiliki nilai senjangan negatif lebih besar daripada rerata senjangan semua variabel, maka kinerja kedua variabel ini perlu diperbaiki. Variabel mutu widyaiswara dan variabel mutu kinerja guru pasca diklat, meskipun nilai senjangan mutunya relatif kecil namun perbaikan kinerja harus dilakukan untuk meningkatkan kontribusi LPMP D.I. Yogyakarta dalam mendukung pencapaian mutu pendidikan sesuai standar nasional. Kinerja layanan akademik diklat di LPMP D.I. Yogyakarta relatif baik, semua variabel mutu yang diteliti mencapai tingkat kesesuaian mutu tinggi dengan indeks kesesuaian mutu berdasarkan indikator 80,596%, serta berdasarkan variabel 78,772%. Pada diagram Importance-Performance Analysis variabel mutu materi diklat dan mutu kinerja guru pasca diklat harus dipertahankan prestasi kinerjanya. Tingkat kesesuaian mutu kedua variabel ini tinggi, namun variabel materi diklat perlu prioritas perbaikan pada perancangan pembelajaran, pemanfaatan teknologi informasi sebagai sumber belajar, serta muatan penelitian tindakan kelas bagi guru. Variabel mutu widyaiswara dinilai kinerjanya tinggi. Variabel mutu fasilitas akademik kinerjanya dinilai rendah dengan ketrampilan personil panitia dinilai perlu mendapat prioritas utama untuk ditingkatkan.

In order to achieve the optimal result, increasing competency of elementary school teacher training program needs a planning process by using member requirement analysis. The training process held by LPMP D.I Yogyakarta itself haven’t based on the result of requirement analysis and education quality mapping study. It can cause gap expectation among the members of training toward the academic service given by LPMP D.I Yogyakarta in training implementation. Unsuitability between the member’s perception and expectation toward academic service can decrease the service quality conformity of LPMP D.I Yogyakarta. It indicates that the work effectiveness of LPMP D.I Yogyakarta is not maximal. The purposes of this research are: (1) To know the gap between member’s expectation before join the training and member’s perception toward academic service of LPMP D.I Yogyakarta in increasing competency of elementary school teacher training program. (2) To know the quality conformity level of academic service related to teacher’s perception as the member of training. (3) To decided priority order of work indicator improvement and quality conformity level variable of academic service in training program. Research data are obtained from work and expectation questionnaire survey involving 80 teachers who are the members of training on 1st period, 2nd period, and 3rd period in 2008 as the respondents. To decide the priority order of work indicator improvement and service quality variable use Importance-performance Analysis. Based on statistic test of all quality indicators, it is known that there is significant gap between training member’s expectation and academic quality service given by LPMP D.I Yogyakarta. Quality variable of academic facility and quality variable of training material variable have bigger negative gap value than the average gap of all variables. Therefore, these both variables need to be repaired. Although quality variable of widyaiswara and quality variable of teacher’s work after training have little gap quality value but it needs work repairing to increase LPMP D.I Yogyakarta contribution to support reaching education quality suitable with national standard. Training academic service in LPMP D.I Yogyakarta is good, all of quality variable which are observed reach high quality conformity level with quality conformity index based on 80,596% indicator and 78,772% variable. In Importance-Performance Analysis, the quality variable of training material and quality variable of teacher’s work after training must defend their work achievement. Quality conformity level of both variable are high but variable of training material needs to be repaired especially in learning plan, the using of information technology as study source, and the result of class action research for teacher. Widyaiswara quality variable has high work quality but the variable quality of its work academic facility is low and the organizer’s skill personality should get priority to be increased.
