Orientasi kepemimpinan dan keberanian moral pimpinan puskesmas mengatasi keterlambatan biaya operasional di Kabupaten Pesisir Selatan

Latar Belakang. Dana operasional puskesmas baru bisa dicairkan pada pertengahan tahun. Keterlambatan turunnya dana operasional tersebut menjadi masalah yang cukup besar bagi puskesmas. Pimpinan Puskesmas berusaha memanfaatkan sumber dana lain yang ada agar kegiatan puskesmas tetap berjalan. Cara Pimpinan Puskesmas mengatasi keterlambatan biaya operasional diduga dipengaruhi oleh tingkat orientasi kepemimpinan moral (stewardship leadership), keberanian moral dan legalitas hukum. Metode. Penelitian ini adalah penelitian studi kasus deskriptif dengan rancangan single-case study holistic. Penelitian ini bertujuan untuk melihat bagaimana Pimpinan Puskesmas mengatasi keterlambatan biaya operasional. Data kualitatif didapatkan dengan melakukan wawancara mendalam kepada 4 orang Pimpinan Puskesmas. Data kuantitatif didapatkan dari kuesioner. Alat ukur yang digunakan adalah kuesioner yang diterjemahkan dari buku The Leader Experience karangan Richard L.Daft dengan sedikit modifikasi. Agar pengumpulan dan pengolahan data penelitian valid maka instrument yang digunakan di uji cobakan sebelumnya. Uji coba dilakukan di Kabupaten Padang Pariaman dengan responden semua Pimpinan Puskesmas. Setelah uji coba dilakukan uji validitas dan reliabilitas. Data yang didapat dari kuesioner direkapitulasi, dikelompokkan dan disajikan dalam bentuk tabel distribusi. Data yang didapat dari hasil wawancara dideskripsikan dalam bentuk narasi. Hasil. Tingkat orientasi kepemimpinan moral Pimpinan Puskesmas di Kabupaten Pesisir Selatan bervariasi. Tingkat keberanian moral Pimpinan Puskesmas cukup bervariasi. Tidak ada Pimpinan Puskesmas yang mempunyai tingkat keberanian moral rendah. Bila tidak diatasi keterlambatan biaya operasional berdampak jelek terhadap operasional puskesmas. Pimpinan Puskesmas mengatasi keterlambatan biaya operasional dengan mencari sumber dana lain. Semua cara yang dilakukan Pimpinan Puskesmas tersebut melanggar aturan dan mengandung risiko. Cara Pimpinan Puskesmas mengatasi keterlambatan biaya operasional dipengaruhi oleh tingkat orientasi kepemimpinan moral, keberanian moral dan legalitas hukum.

Background: Operational financing of primary health centre could be given in the middle of the year. The delay of operational financing could becomes a great problem for primary health centre managers. The managers were trying to utilize other resources of financing in order to make the programs of primary health centre still running. The way of primary health centre managers in solving the delay of operational financing was influenced by their orientation of stewardship leadership, moral courage and law legality. Method. This was a descriptive case study that used a single-case study holistic design. This research was aimed to find out on how primary health centre managers solving the delay of operational financing. The qualitative data was obtained by having indepth interview toward 4 primary health centre managers. The quantitative data was obtained from questioners. The instrument being used was questioner that was translated from the book of The Leader Experience that was written by Richard L.Daft with a few modification. In order to validize the data collection and data processing, the instrument being used should be tried out previously. The try out was conducted in Padang Pariaman district with all respondents were primary health centre managers. After the try out, validity and reliability test was conducted. The data that was obtained from questioner was recapitulated, grouped and presented in the form of distribution table. The data that was obtained from the interview was described in the form of narration. Result. The primary health centre managers in the District of Pesisir Selatan had various level of moral leadership orientation. The moral courage level of the primary health centre managers were various enough. There was no primary health centre manager who had low moral courage. If the delay of operational financing did not solve out, it will caused bad effect for primary health centre activity. All the primary health centre manager ways to solve the delayed of operational financing were lawless and risky. The primary health centre manager solve the delay of operational financing was conducted by using and looking for other resources. There was a correlation between the ways of primary health centre managers to solve the delay of operational cost with moral leadership orientation level, moral courage and law legality.
