Strategi menarik minat dokter spesialis untuk bekerja di RSUD Natuna Kabupaten Natuna

Hal ini menyebabkan banyak rumah sakit tipe C yang tidak memiliki minimal 4 besar dokter spesialis. Kondisi ini dialami juga oleh Rumah Sakit Umum Daerah Natuna (RSUD) Natuna, dimana saat ini dokter spesialis yang ada hanya 2 orang. Pemerintah daerah Natuna telah berupaya menarik minat dokter spesialis untuk bekerja di RSUD Natuna dengan memberikan insentif 25 juta rupiah dan fasilitas lainnya. Tujuan Penelitian. Mendeskripsikan strategi menarik minat dokter spesialis untuk tinggal dan bekerja di RSUD Natuna dengan mengeksplorasi faktor-faktor apa saja yang mempengaruhi minat dokter spesialis bekerja di RSUD Natuna, mengukur dukungan pemerintah daerah Natuna dalam menarik minat dokter spesialis untuk bekerja di RSUD Natuna dan mengidentifikasi common ground antara kepentingan dokter spesialis dengan pemerintah daerah. Metode Penelitian. Jenis penilitian ini secara kualitatif dengan menggunakan rancangan deskriptif eksploratif. Data diperoleh melalui wawancara mendalam (in-depth interview), dan data sekunder diperlukan untuk melengkapi data penelitian ini. Hasil Penelitian. Kompensasi yang diberikan RSUD Natuna kepada dokter spesialis belum sepenuhnya memenuhi keinginan dokter spesialis untuk tinggal dan bekerja di RSUD Natuna. Kompensasi yang paling memenuhi adalah insentif daerah sedangkan yang paling tidak memenuhi adalah jasa medis.. Dukungan stakeholder sangat besar dalam upaya pengadaan dokter spesialis. Pemerintah pusat melalui Departemen Kesehatan meluncurkan Program Pendidikan Dokter Spesialis Berbasis Kompetensi (PPDSBK) untuk mempercepat pengadaan dokter spesialis di daerah.
Background. There were many hospitals that were running and yet did not balanced with the number of the available specialist. This was caused by the huge number of hospitals type C that didn’t have minimum 4 biggest specialists. This condition was also experienced by government owned hospital (RSUD) of Natuna, where at this time specialist just 2 persons. The regional goverment has been trying to persuade specialists to work in RSUD Natuna by giving incentive of 25 million and other facilities. Objective. This research was aimed to describe the strategy on persuading specialists to stay and work in RSUD Natuna by exploring factors that could influenced specialists to work in the hospital, examining regional government of Natuna in persuading specialists to worked in RSUD Natuna and identifying common ground between the need of specialist and regional government. Method. This was a qualitative research that used descriptive explorative design. The data was obtained through indepth interview and secondary data was obtained complimentary. Result. The compensation given to specialists in RSUD Natuna could not fulfilled specialists to work and stay in Natuna hospital. The compensation most fulfilled was regional incentive and most not fulfilled was medical fee. The support of stakeholder biggest has been trying to persuade specialists. Central government through Department of Health was launching the program of competence based specialists education in order to accellerate the availability of specialists in regional area since the target to recruit doctor in order to have education could not achieved as there was a lack number of doctor in regional who will be sent to follow the education.
