Peran Dinas Penelitian dan Pengembangan Angkatan Darat dalam mendukung pelaksanaan tugas pokok TNI AD serta kaitannya dengan ketahanan nasional

Penelitian ini dilakukan untuk mengidentiifikasi dan menganalisis kebijakankebijakan yang telah dilakukan Dinas Penelitian dan Pengembangan Angkatan Darat, serta faktor-faktor yang mempengaruhi pelaksanaan tugas pokok. Penelitian dilakukan dengan metode survei dan bersifat deskriptif. Populasi penelitian adalah Personel Dislitbangad, sedangkan informan berasal dari satuan pengguna yaitu prajurit TNI AD. Teknik pengambilan sampel menggunakan metode purposive sampling, sedang pengumpulan data dilakukan melalui observasi, dokumentasi, angket dan wawancara berstuktur. Data yang sudah terkumpul kemudian diolah dan dianalisis secara kualitatif. Hasil penelitian menunjukan bahwa Dinas Penelitian dan Pengembangan Angkatan Darat memiliki peran yang signifikan dalam mendukung pelaksanaan tugas pokok, serta memiliki keterkaitan yang erat dengan ketahanan nasional bidang hankam. Implementasi peran tersebut diwujudkan melalui penyelenggaraan fungsi utama Dislitbangad, yaitu Pengkajian dan Penerapan Ilmu Pengetahuan serta Penelitian dan Pengembangan Materiil. Peran tersebut dapat dirasakan kemanfaatannya oleh prajurit karena seluruh ide berangkat dari permasalahan prajurit di lapangan, perumusan Syarat-Syarat Tipe (SST) dan pelaksanaan uji coba selalu melibatkan satuan pengguna. Efektifitas peran Dislitbangad tersebut tidak dapat lepas dari faktor-faktor yang mempengaruhi khususnya faktor organisasi dan personel. Atas dasar tersebut disarankan penataan organisasi peneliti, yaitu dipisahkan atau bukan merupakan bagian dari laboratorium, sehingga peneliti memiliki pola karir jabatan yang seimbang dengan jerih payahnya. Sedangkan faktor personel disarankan untuk melibatkan personel secara aktif dalam berbagai kegiatan ilmiah, penugasan yang relevan dengan bidang tugas dan jabatannya. dalam rangka mengantisipasi perkembangan teknologi pertahanan.

This research was carried out to identified and analysed policies that were carried out by the Research and Development to service Army as well as factors that affected him to support the task of the subject Army, this research was carried out with the survey method and was descriptive. The research population was the personnel and soldier‘s Research and Development Army and user's unit. Technically the taking of the sample used the method purposive sampling, while the data collection was carried out through observation, the documentation, the poll and the structured interview, afterwards the data was processed and analysed qualitatively. Results of the research showed that the Research and Development Army Service had the role that was significant towards the implementation of the task of the subject Army in order to support National Resilience the defence and security field. The implementation of this role was realised through the implementation of the main function that is Investigation and the Application of Knowledge as well as Materiil Research and Development. Was based on this role data could be felt by his benefit by the User Unit because inside carried out the research and development activity beginning with the formulation of conditions for the type (SST), the implementation of the test, up to the implementation of the test received, Research and Development Army always involved the user's unit and general staff in giving input that was useful for the soldier to carry out the task of the subject. The effectiveness of this Research and Development Army role could not be free from factors that influenced especially the organisation factor and the personnel, on the basis of this was suggested the existence of the researcher was in the Research and Development Army organisation separated or not was part of the laboratory, so as for the researcher will give peace in working because of having the pattern of the position career that was balanced with his exertion, whereas the personnel's factor in order to anticipate the development of defence technology it was suggested to involve the personnel in a manner was active in various scientific activities like the seminar, the presentation and the assignment that could increase the experience as well as increased technical skills, that were relevant with the task field and his position
