Efektifitas pelaksanaan dari Peraturan Pemerintah Nomor 47 Tahun 2007 tentang Kawasan Perdagangan Bebas dan Pelabuhan Bebas Bintan terhadap Investasi di Bintan Kepulauan Riau

Penelitian ini bertujuan untuk mengetahui pelaksanaan Peraturan Pemerintah nomor 47 Tahun 2007 tentang Kawasan Perdagangan Bebas dan Pelabuhan Bebas Bintan terhadap investasi di Bintan Kepulauan Riau, faktor-faktor yang menghambat pelaksanaan Peraturan Pemerintah Nomor 47 Tahun 2007 tentang Kawasan Perdagangan Bebas dan Pelabuhan Bebas Bintan terhadap investasi di Bintan Kepulauan Riau . Metode penelitian dilakukan menggunakan pendekatan Yuridis Normatif, yang menitik beratkan pada penelitian kepustakaan yang dilakuk an untuk melengkapi data yang diperoleh dilakukan penelitian dilapangan dan bahan sekunder didukung oleh penelitian lapangan yang dilakukan dengan wawancara dengan Kasubdit Penanaman Modal Kantor Pemerintahan Provinsi Kepulauan Riau, Pemerintahan Kabupaten Bintan, dan Pemerintahan Kota Tanjungpinang Provinsi Kepulauan Riau. Data yang telah diseleksi kemudian dianalisis secara kualitatif dan selanjutnya disusun dalam suatu laporan penelitian yang bersifat deskriptif. Dari hasil penelitian dapat disimpulkan yaitu Penerapan PelaksanaanKawasan Perdagangan Bebas dan Pelabuhan Bebas Bintan berupa: Pembentukan One Stop Service pemberian Insentif Pajak bagi Investor, kemudahan di bidang Keimigrasian , Kemudahan Pelayanan Bea & Cukai, pembangunan sarana prasarana. Faktor-faktor yang menghambat pelaksanaan Peraturan Pemerintah Nomor 47 Tahun 2007 tentang Kawasan Perdagangan Bebas dan Pelabuhan Bebas Bintan terhadap Investasi di Bintan Kepulauan Riau. Terdapat lima permasalahan yang menghambat pelaksanaan dalam Free Trade Zone (FTZ) Bintan yaitu dibidang perizinan, bidang arus barang dan orang, bidang pelabuhan, bidang aturan dan tata kerja dewan kawasan, bidang sosialisasi dan bidang persiapan pembentukan badan pengusahaan kawasan .

This research was aimed to recognize the implementation of Governmental Regulation Number 47 Year of 2007 about Free Trade Zone and Bintan Free Port toward Investment in Bintan, Riau Archipelago (Kepulauan Riau), factors that hamper the implementation of Governmental Regulation Number 47 Year of 2007 concerning Free Trade Zone and Bintan Free Port toward Investment at Bintan, Riau Archipelago. The research was conducted using Normative Juridical approach that stresses on literary research to complete the obtained data in the field research and secondary material supported by the field research that been conducted by interview with KaSubdit (Head of Sub Director) of Investment of Governmental Office Province of Riau Archipelago (Kepulauan Riau), Regency Government of Bintan and City Government of Tanjungpinang Riau Archipelago (Kepulauan Riau). The selected data was, then, analyzed qualitatively and arranged in a research report descriptively. From the research result, it could be concluded that the application of the implementation of Free Trade Zone and Bintan Free Port were: the formation of One Stop Service, the publication of law protection of Free Trade Zone, Governmental Regulation of Rules Substitute Number 1 year of 2007 about the change of UU (Rules) Number 36 year of 2000 (about regulation of Perpu Number 1 year of 2000 about Free Trade and Free Port, Granting of Tax Incentive for Investor, Facility in Immigration field, Facility of Customs Duties Service, Development of Facility and Means). Factors that hampered the implementation of PP Number 47 year of 2007 concerning Free Trade Zone and Bintan Free Port toward Investment in Bintan Riau Archipelago (Kepulauan Riau) were six problems, i.e. about about the field of license, the field of flow of goods and people, the field of port, the field of settle and work structure of zone council, the field of socialization, and the field of arrangement formation of zone exertion committee.
