Analisis faktor daya tarik investasi dan persepsi dunia usaha di Kota Batam

Penelitian ini bertujuan (1) membuat peringkat atas faktor yang menjadi daya tarik dalam mempengaruhi investasi swasta asing maupun domestik di kawasan industri Batam. (2) Mengetahui persepsi dunia usaha tentang daya tarik investasi di kawasan industri Batam. Metode penelitian dilakukan dengan cara (a) pembobotan masing-masing faktor, variabel dan indikator; (b) pengumpulan data persepsi dunia usaha tentang daya tarik investasi di kota Batam dilakukan dengan survey menggunakan kuisioner (daftar pertanyaan terstruktur) dengan face to face interviews. Kemudian data dianalisis menggunakan analisis pemeringkat faktor yang disebut Analytic Hierarchy Proccess ( AHP). Hasil penelitian menunjukkan faktor yang berpengaruh secara berurutan adalah faktor infrastruktur fisik 25 persen, faktor keamanan, politik dan sosial budaya 24 persen, faktor ketenagakerjaan 22 persen, faktor ekonomi daerah 17 persen dan faktor kelembagaan 13 persen. Faktor non ekonomi sangat dominan sebagai bahan pertimbangan untuk berinvestasi di Kota Batam. Hasil studi menyarankan (1) meningkatkan infrastruktur fisik transportasi dan infrastruktur publik. (2) Mendukung investasi yang menarik sehubungan pelaksanaan otonomi daerah menghadapi Pemilu 2009 agar tercipta iklim politik stabil. (3) Tetap mengakomodasi profit oriented pemilik modal asing serta kebijakan investasi yang mengacu kegiatan ekonomi lainnya sehingga dapat membangun pondasi pertumbuhan ekonomi daerah baik jangka menengah maupun jangka panjang.

This research had the aim of (1) making the level on the factor that became the attraction in affecting foreign and domestic investment on the industrial region Batam. (2) To know perception of business about of investment attraction on the industrial region Batam. This research method did by (a) filling of each factors, variables, and indicators; (b) collecting data perception of business about the attraction of investment in Batam using survey method with questionnaire (question list structured) with face to face interviews. After that the data analyzed with factor rank analysis which is called as Analytic Hierarchy Process (AHP). The product of the research pointed a factor that influence according to rank is physical infrastructure factor 25 percent, safety and social political factor 24 percent, employment factor 22 percent, district economy factor 17 percent, and organization factor 13 percent. So that non-economic factor is more dominated as material consideration for investment in Batam. The study result suggest that (1) to increase the transportation physical infrastructure and public infrastructure.(2) To support the interesting investment related to district autonomy accomplishment to face Pemilu 2009 in order to have a steady political condition. (3) Still to accommodate the profit oriented of foreign investor also investment rule which in the direction of other economic activities, so it can built the basic of the district economic growth whether middleterm plan or long-term plan.
