The analysis of the management system of routine budget in district health office of Timor Leste

Introduction : As the result of the newly independent country and still be ing in the implicit learning process of the health area, Timor Leste finds many shotcomings necessary to overcome, especially those in the financing management of the public health. The implementation of the financing system must accommodate all the existing problems. Method : The study was a descriptive and qualitative one and aimed at describing the real condition and collection of actual fact of the financing planning of the public health at district level using puposive sampling method. The research setting was in Same, Bobonaro, Aileu, Dili, Covalima, and Ermera district and the subjects were 30 officers working in the distrcit health offices, the coordinator of district programs, the logistic treasurer and the public health director. Result : The results of the study showed that financial planning at district level has been conducted using bottonm-up approach, but the planning of the health service activities has been made without any budgetary nomination of costs. The fund allocation system at the district level was implemmented following the policy made by the Head of the District Health Office because it was in accordance with the policy of the Central Goverment that has not explicitly determined the exact allocation for each working unit of the programs; and proposal must be submitted and apporoaved for the existing needs. Conclusion : The fund allocated by the Central Goverment has not adequately been accommodated for the working programm of public health service. The allocating mechanism of the fund for the programm has not followed the existing guideline and the distribution planning of the fund to the districts was centralistic in nature and the public health officers in remote areas have not got any access to the fund alocation.
