Sistem pencatatan dan pelaporan Puskesmas di Dinas Kesehatan Kabupaten Timor Tengah Selatan

Latar Belakang : Sistem Pencatatan dan Pelaporan Terpadu Puskesmas (SP2TP) didalam pelaksanaannya masih terbatas pada data yang merupakan hasil dari interaksi antara masyarakat dengan fasilitas kesehatan. SP2TP/SIMPUS dapat juga membantu dalam perencanaan program-program kesehatan di puskesmas. Namun dalam kenyataannya belum berjalan seperti yang harapkan, bahkan kehadiran sistem pencatatan dan pelaporan di puskesmas dilihat sebagai suatu hal yang cukup membebani petugas puskesmas. Evaluasi dilakukan untuk mengkaji pelaksanaan sistem pencatatan dan pelaporan di Puskesmas, menemukan masalah-masalah yang dihadapi baik dari aspek teknis dan non teknis. Tujuan : Mengeksplorasi pelaksanaan sistem pencatatan dan pelaporan puskesmas berdasarkan analisis kinerja Sistem Informasi Kesehatan (SIK), baik dari aspek teknis dan non teknis Metode Penelitian : Penelitian ini merupakan penelitian deskriptif, dengan rancangan studi kasus dengan menggunakan metode kualitatif, maksudnya adalah untuk menggali informasi sebanyak-banyaknya dan secara detail pada proses pelaksanaan sistem pencatatan dan pelaporan puskesmas. Hasil Penelitian : Proses pelaksanaan SP2TP di Dinas Kesehatan Kabupaten Timor Tengah Selatan, mengalami berbagai hambatan, khususnya yang berkaitan dengan pengetahuan dan perilaku para pengelola dan pengguna data, yang kurang mendukung terhadap keberhasilan SP2TP. Kualitas aspek teknis yakni penguasaan tentang SP2TP, proses datanya, sarananya serta kapasitas SDM belum memadai dan mendapat perhatian sebagaimana mestinya. Aspek sistem dalam konteks organisasional yang berkaitan dengan aspek perilaku khususnya menyangkut dengan peran, tugas dan tanggung jawab yang diwujudkan lewat sikap, motivasi dan tindakan nyata dalam pelaksanaan SP2TP dan pemanfaatan data secara konsisten belum nampak. Kesimpulan : Sistem pencatatan dan pelaporan puskesmas di Dinas Kesehatan Kabupaten Timor Tengah Selatan sudah berjalan, walaupun secara kualitas belum optimal karena belum didukung oleh aspek teknis dan non teknis yang berkualitas dan memadai.

Background : Implementation of the Integrated Recording and Reporting System of the Public Health Center (SP2TP) is just limited to data, which are results of an interaction between community and health facility. The SP2TP/SIMPUS can also help in planning the health programs of the public health center. However, it was unable to implement as expected, even the presence of the recording and reporting system was seen as a relatively burdening one for staff in the public health center. Therefore, evaluation must be done to study the implementation of the Recording and Reporting System and to find problems technically and non-technically faced in the public health center. Purpose : To explore the Recording and Reporting System of the Public Health Center based on analysis on performance of the Health Information System (SIK) in view of both technical and non-technical aspects. Method : This is a descriptive study with a case study design using a qualitative method to explore relevant information as much as possible and the process of implementing the Recording and Reporting System of the Public Health Center. Result : The process of implementing the SP2TP in the Health Service of South Timor Tengah Regency underwent obstacles, particularly related to knowledge and behavior of data administrators and users that less supported the success of the SP2TP. The quality of technical aspects, including the mastery of the SP2TP, data processing, infrastructures, and the capacity of human resources, were inadequate and less paid sufficient attention. Meanwhile, systemic aspects in organizational context, which were related to behavioral aspects, particularly of roles, tasks, and responsibilities actually manifested in attitudes, motivations and real actions in the implementation of the SP2TP and the utilization of data in a consistent manner, did not appear. Conclusion : The Recording and Reporting System of the Public Health Center has actually been implemented in South Timor Tengah Regency, but the quality was relatively low, because the implementation was sufficiently not supported by the quality adequate technical and nontechnical aspects.
