Dukungan manajemen terhadap implementasi pengembangan manajemen kinerja (PMK) perawat dan bidan di RSUD Prof Dr. W.Z. Johannes Kupang

Latar Belakang. Menteri Kesehatan Republik Indonesia menetapkan keputusan nomor 836/Menkes/SK/VI/2005 tentang Pedoman Pengembangan Manajemen Kinerja (PMK) Perawat dan Bidan. Lima komponen PMK perawat dan bidan adalah standar, uraian tugas, indikator kinerja, diskusi refleksi kasus, monitoring dan evaluasi. Dua elemen penting untuk mencapai profesionalisme dalam PMK perawat dan bidan di rumah sakit yaitu elemen organisasi dan elemen personal. Elemen organisasi yaitu adanya dukungan organisasi/manajemen, berkesinambungan dan dorongan kontinuitas klinis keperawatan dan kebidanan; sedangkan elemen personal yaitu peningkatan budaya kerja, perubahan perilaku dan kemampuan evaluasi diri Metode Penelitian. Jenis penelitian ini adalah kualitatif dengan menggunakan rancangan studi kasus eksploratif. Instrumen penelitiannya adalah wawancara mendalam, diskusi kelompok terpadu (DKT) dan observasi dokumen. Hasil Penelitian. Implementasi lima komponen PMK perawat dan bidan di RSUD Prof. Dr. W. Z. Johannes Kupang belum dilaksanakan secara terstruktur sesuai Kepmenkes, misalnya belum ada indikator kinerja, belum ada pedoman baku untuk monitoring dan evaluasi. Manajemen internal dan eksternal RSUD Prof. Dr. W. Z. Johannes Kupang sudah berkomitmen untuk melaksanakan PMK perawat dan bidan. Kebijakan khusus yang dipakai sebagai pedoman, pengembangan karir dan reward dalam implementasi PMK perawat dan bidan belum maksimal. Ada dukungan dana dari manajemen untuk implementasi PMK perawat dan bidan. Kesimpulan. PMK perawat dan bidan di RSUD Prof. Dr. W. Z. Johannes Kupang memiliki bentuk yang berbeda dengan pedoman PMK perawat dan bidan yang dikeluarkan oleh Depkes RI. Dukungan manajemen dalam hal komitmen dan kebijakan tidak hanya sebatas wacana dan rencana tetapi ditindaklanjuti secara maksimal dan nyata; sedangkan dukungan manajemen dalam hal dana hendaknya perlu dipertahankan atau ditingkatkan.

Background. The Ministry of Health Republic of Indonesia issued a letter of decision number 836/Menkes/SK/VI/2005 regarding the guidance on Performance Management Development (PMK) of nurse and midwife. PMK five components of nurse and widwife was standard, duty description, performance indicator, case reflection discussion, monitoring and evaluation. Two important elements to obtained professionalism in PMK nurse and midwife in hospital was organization and personal elements. Organization element was organization/management support, continuity and support of clinical continuity of nurse and midwife while the personal element was improvement on working culture, behavior changes and self evaluation ability. Method. This research was qualitative that used explorative case study design. The research instrument was indepth interview, focus group discussion (FGD) and document observation. Result. The implementation of PMK five components of nurse and midwife in RSUD Prof. Dr. W. Z. Johannes Kupang was not yet structurally implemented as adjusted with Kepmenkes such as the unavailibility of performance indicator and the unexistence of fixed guidance for monitoring and evaluation. Internal and external management in RSUD Prof. Dr. W. Z. Johannes Kupang has committed to implement the PMK nurse and midwife. The special policy that used as a guidance, career development and reward for PMK nurse and midwife implementation was not yet optimal. Management is supporting of funding for PMK implementation of nurse and midwife. Conclusion. PMK nurse and midwife in RSUD Prof. Dr. W. Z. Johannes Kupang had different form with the guidance of PMK nurse and midwife that was issued by Department of Health RI. Indeed, the management support given was in the form of commitment and policy that was not just limited to opinion and planning but should be followed up optimally and in reality, while management support given was in funding should be maintained or increased.
