Manajemen dan struktur pengembangan karir perawat di Kabuapten Kuantan Singingi Provinsi Riau

2009 | Tesis | S2 Ilmu Kesehatan MasyarakatLatar Belakang: Perawat merupakan salah satu unsur penting dalam proses pelayanan kesehatan khususnya dalam pemberian asuhan keperawatan kepada pasien/klien. Salah satu upaya untuk meningkatkan kemampuan perawat dengan cara adanya pendidikan lanjut bagi baik formal maupun informal. Saat ini latar belakang pendidikan perawat di Kabupaten Kuantan Singingi lebih banyak lulusan SPK (54%) dari pada lulusan D III Keperawatan dengan status kepegawaian adalah PNS dan Tenaga Honor Daerah. Oleh karena itu dinas kesehatan memberikan motivasi agar perawat dapat melanjutkan pendidikan ke jenjang yang lebih tinggi sehingga pengembangan karir baik sebagai struktural maupun fungsional dapat berjalan bersamaan. Tujuan Penelitian: Penelitian ini bertujuan untuk menganalisis manajemen dan struktur karir perawat di Kabupaten Kuantan Singingi. Metode Penelitian: Penelitian ini merupakan deskriptif kualitatif tentang manajemen dan struktur karir perawat di Kabupaten Kuantan Singingi dengan metode pengumpulan data kualitatif dan subjek penelitian 5 orang perawat (DIII Keperawatan) yang telah mengikuti pendidikan kesarjanaan. Penelitian dilaksanakan bulan Juni s/d September 2008. Hasil: Struktur karir tiga orang perawat yang bekerja di puskesmas telah memiliki jabatan fungsional bidang keterampilan, karena latar belakang pendidikan keperawatan adalah D III Keperawatan. Penjenjangan karir profesional perawat belum terlaksana, karena belum adanya sertifikasi terhadap perawat. Dua orang perawat yang bertugas di Dinas Kesehatan tidak sebagai tenaga fungsional tetapi sebagai staf. Perencanaan pengembangan karir perawat di Kabupaten Kuantan Singingi lebih mengedepankan bagaimana dapat melanjutkan kejenjang sarjana, tetapi belum sejalan dengan alur pengembangan jenjang karir profesi perawat. Kesimpulan: Perawat yang bertugas di puskesmas telah memiliki jabatan fungsional bidang Keterampilan tetapi kesarjanaan yang dimiliki tidak sesuai dengan bidang keperawatan. Perawat yang bertugas di Dinas Kesehatan tidak dapat diangkat kedalam jabatan fungsional perawat karena tidak adanya formasi jabatan fungsional perawat di Dinas Kesehatan. Pengelolaan karir terhadap perawat tidak diarahkan untuk tetap berkarir di bidang keperawatan, penerapan jenjang karir profesional perawat di Kabupaten Kuantan Singingi belum di laksanakan.
Background: Nurse is one of important elements in the health service especially in giving nursing care to patient/client and most of the nurse was working in primary health care and sub primary health care. In order to improve nurses’ education level, the health office was trying to motivate them to continue to higher education level. Most of nurse’s education background in the district of Kuantan Singingi was more in SPK graduates (54%) than nursing diploma. The employee status was civil servant and regional honorer. Objective: This research was aimed to analyze nurse career management and structure in the district of Kuantan Singingi. Method: This was a qualitatve descriptive. The point in this research was nurse career management in the district of Kuantan Singingi. The data was collected qualitatively and the location of this research was in the district of Kuantan Singingi, and furthermore, the analysis unit was 5 nurses (nursing diploma 3) who have followed bachelor education. This research was conducted since June up to September 2008. Result: The functional nurse’s career structure in the district of Kuantan Singingi was skill. This was caused by education background which was only in the level of highschool and diploma. However, nurse’s career professional as clinic’s nurse was not yet implemented as there was no certification toward nurse as well as the unavailability institution that had certification examination in the district of Kuantan Singingi or in the province of Riau. Career development planning by nurse in the district of Kuantan Singingi was more addressing in how to continue to graduates level although it was not synergy with nurse’s education method as it has been planned by government. Suggestion: The application of clinical nurse stage in the district of Kuantan Singingi was by making a certification examination. Health office need to make the regulation on rule and method on nurse career stratification. Nurse who continued their education should be more addressing on the consideration of career method which have been applied by government and professional organization.
