2009 | Tesis | S2 Magister Studi KebijakanPenelitian tentang Kebijakan Program Three in One (Pelatihan, Sertifikasi dan Penempatan) Departemen Tenaga Kerja dan Transmigrasi RI dilakukan di Balai Latihan Kerja Industri Semarang, sebagai salah satu dari 11 Unit Pelaksana Teknis Pusat (UPTP) di Indonesia yang melaksanakan program Three in one. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan Three in One di Balai Latihan Kerja Industri Semarang dan faktor-faktor apa saja yang menjadi kendala dalam implementasi, sesuai dengan tugas pokok fungsi BLKI Semarang dalam pelatihan, penempatan dan sertifikasi tenaga kerja. Penelitian ini menggunakan metode analisis data deskriptif kualitatif dengan menggunakan model analisis interaktif (interactive model of analysis) dan teknik triangulasi selama kebijakan digulirkan tahun 2005 s/d awal 2009. Triangulasi data dari penelitian diperoleh dengan meng-cross check informasi antara informan yang satu dengan yang lain. Teknik pengumpulan data dilakukan dengan cara wawancara mendalam (indepth interview) dan observasi non partisipan, observasi lapangan dan partisipan, dokumentasi. Sebagai indikator penelitian Sumber Daya Manusia meliputi personil yang terlibat didalam program three in one, kemampuan personil, pendampingan, jumlah personil, pihak pengelola atau manajemen dalam mensikapi kebijakan, pelaksanaan rapat koordinasi, jejaring kemitraan dengan lembaga terkait atau instansi terkait, sosialisasi dan koordinasi dengan pusat dan daerah untuk pelaksanaan kesuksesan kebijakan. Finansial meliputi jumlah anggaran yang mendukung kebijakan dan penyerapan anggaran permasalahan di lapangan. Fasilitas meliputi fasilitas kios3in1, fasilitas proses pelatihan, kesiapan sebagai tempat uji kompetensi dan sertifikasi, serta proses penempatan di lapangan dan keterlibatan perusahaan / pihak ke III. Hasil dari penelitian ini adalah pelaksanaan program three in one dari tahun 2005 s/d 2009 di BLKI Semarang sudah dilaksanakan antara lain pelatihan berbasis kompetensi (PBK) yang dibiayai pemerintah, Pelatihan berbasis Masyarakat (PBM), Uji Kompetensi dan Sertifikasi kejuruan Logam dan Las, Tempat Uji Kompetensi (TUK), tersedianya kios3in1 untuk pelayanan pelatihan, sertifikasi dan penempatan secara e-gov dengan situs www.kios3in1.net. Adapun kendala-kendala yang dihadapi antara lain pandangan dan sikap manajemen belum sinkron dengan tujuan kebijakan karena pergantian pimpinan, belum sinergi dengan lembaga lain, SDM belum optimal, juklak dan juknis khusus three in one belum ada yang baku, sosialisasi ke masyarakat dan perusahaan belum optimal. Rekomendasi bahwa setiap jajaran manajemen, petugas, instruktur selalu berkoordinasi, informasi, komunikasi dan inovatif sesuai undang-undang dan peraturan pemerintah untuk mengimplementasikan dan mensosialisasikan program three in one dalam upaya menanggulangi pengangguran
The study on Three-in-One (Training, Certification, and Placement) Policy implemented by Department of Manpower of The Republic of Indonesia was conducted in Balai Latihan Kerja Industri (BLKI, The Vocational Training Center for Industry) in Semarang as one of 11 Unit Pelaksana Teknis Pusat (UPTP, Central Technical Implementing Unit) in Indonesia, which implements the Three-in-One program. The study aims to know the implementation of Three-in-One policy in BLKI Semarang and to explore obstacles in implementing the policy in line with the main tasks and functions of BLKI Semarang in conducting trainings, placement, and certification to manpower. The study was conducted with qualitatif descriptive method by using interactive model of analysis, and triangulation technique during the implementation of the policy during 2005 to early 2009. Triangulated data was obtained by crosschecking information among the informants. Data was collected by in-depth interviews, observation to non participants, observation to participants, field observation, and documentation. As the research indicator, human resource aspect comprises personnel involved in the Three-in-One program, capacity of the personnel, assistance, number of personnel, executives or management in responding to policy, coordination meetings done, partnership network with related institutions or offices, dissemination and coordination between the central and regional administration in succeeding the implementation of the policy. Financial aspect consists of the allotted budget to support the polity, and absorbed budget for problems on site. Facility aspect includes facilities for 3-in-1 kiosks, facilities for training process, preparedness as the venue for competence assessment and certification, and process of placement on site, and involvement of companies or the third parties. The study suggests that Three-in-One program implemented from 2005 to 2009, which was conducted in BLKI Semarang includes Competence-based Training (PBK) funded by the government, Community-based Training (PBM), Competence Assessment, certification for Metal and Welding major, venue for Competence assessment (TUK), the availability of 3-in-1 kiosks for training services, certification and placement with e-gov represented by www.kios3in1.net. The implementation of the Three-in-One program faces some obstacles such as disharmonious vision and action carried out by the management to the goal of the policy due to shifting of top officials, not synergized cooperation with other institutions, insufficiently explored human resources, less standard implementation and technical guidelines for Three-in-One, insufficient dissemination to community and companies. therefore, it is strongly recommended that personnel in management, officials and instructors should keep building coordination, sharing information, strengthening communication, and exploring innovation adhering to the prevailing law and government regulation in implementing and disseminating Three-in-One program to alleviate unemployment.
