Analisis kinerja jaringan irigasi :: Studi kasus 27 daerah irigasi di Kabupaten Purworejo

Fungsi irigasi dapat dilihat melalui analisis kinerja jaringan irigasi. Keterbatasaan biaya dalam pelaksanaan rehabilitasi mengakibatkan perlunya dibuat prioritas rehabilitasi. Rehabilitasi perlu dilaksanakan dalam rangka meningkatkan kinerja jaringan irigasi. Analisis kinerja jaringan irigasi pada penelitian ini bertujuan untuk mengevaluasi kinerja jaringan irigasi 27 Daerah Irigasi Teknis di Kabupaten Purworejo. Analisis yang digunakan dalam penelitian ini adalah analisis Multi Attribute Decision Making (MADM). Pada penelitian ini digunakan tiga metode untuk menyelesaikan MADM yaitu Simple Additive Weighting (SAW), Weighted Product (WP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Ketiga metode tersebut digunakan dengan pertimbangan bahwa alternatif dan kriteria dalam kasus penelitian ini cukup banyak dengan bobot nilai yang berbeda sehingga dibutuhkan metode yang sederhana. Hasil analisis MADM memperlihatkan bahwa analisis prioritas rehabilitasi lebih dipengaruhi oleh luas areal fungsional DI yang mana peringkat 5 teratas prioritas rehabilitasi didominasi oleh DI dengan luas diatas 800 ha dan peringkat 5 terbawah didominasi oleh DI dengan luas dibawah 300 ha. Berdasarkan hubungan antara ranking prioritas rehabilitasi dan ranking pengelolaan DI yang memiliki kinerja baik adalah DI Kedunggupit Kulon, DI Pekatingan Kanan, DI Loning, DI Kalimeneng Kanan, DI Rebug, DI Kedunggupit Wetan, DI Kalisemo, DI Penungkulan, DI Krandon, DI Gustingisor, DI Jrakah, DI Cluwek, DI Merden, DI Guntur, DI Ploro dan DI Krasak.. Kinerja jaringan irigasi yang baik seperti pada DI Kedunggupit Kulon didapatkan dari pelaksanaan rehabilitasi yang telah dilaksanakan berdasarkan prioritas rehabilitasi yang telah disusun.
Irrigation is one of the main sectors in supporting the agricultural efforts and hoped to be well functioned at its best. The irrigation function can be observed through performance analysis of irrigation network. Limited rehabilitation cost requires rehabilitation priority. Rehabilitation is important to be taken in order to increase the irrigation network performance. The objective of irrigation network performance analysis in this research is to evaluate the irrigation network performance in 27 technical irrigation areas in Kabupaten Purworejo. Analysis used in this research was Multi Attribute Decision Making (MADM). Three methods were used for solving MADM: Simple Additive Weighting (SAW), Weighted Product (WP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The three methods were used considering that alternatives and criteria in this research case were significant in numbers and with different weights, therefore a simple method was required. Results of MADM analysis showed that the rehabilitation priority analysis was influenced more by the functional area width of the command area, in which the top five ranks were dominated by command areas above 800 ha and the five low ranks were dominated by command areas below 300 ha. Based on the relation of rehabilitation priority and command area management, command areas showing good performance were Kedunggupit Kulon, Pekatingan Kanan, Loning, Kalimeneng Kanan, Rebug, Kedunggupit Wetan, Kalisemo, Penungkulan, Krandon, Gustingisor, Jrakah, Cluwek, Merden, Guntur, Ploro and Krasak. Good irrigation network performance such as Kedunggupit Kulon command area was obtained from rehabilitation that was carried out based on arranged rehabilitation priority.
