Pavement management system for distric road network :: Case study Sleman Distric in Yogyakarta Special Region, Indonesia

The implementation of road pavement maintenance and rehabilitation (M&R) programs in Sleman District tends to be based on service life and past experience, which are unsystematic with respect to necessity level and priority. Such a tendency leads the worsening of pavement condition and higher cost. For those reasons, the “management approach†is required, in order to obtain a good or optimal and less costly road pavement maintenance and rehabilitation (M&R) programs. This paper formulates a simpler, more effective and economic pavement management system for Sleman District’s road network and provides Sleman District road organizer with recommendation and information which include the identification and prioritization of road network treatment urgency based on budget constraint, road network condition after M&R program implementation and road network condition prediction for subsequent years and its requisite budget projection. The development process of the pavement management system for Sleman Dsitrict road network integrates different subsystems that include: (i) pavement condition boundary, (ii) visual pavement assesment, (iii) road function drop model, (iv) M&R proposal, (v) M&R strategy, (vi) maintenance priority ranking, and (vii) documenting and reporting. The system is a customized computer software that is a knowledge-based Borland Delphi 7 application. For study purposes, three M&R strategy scenarios are applied. Each the scenario expresses the minimum service standard expected by road organizers. Based on M&R strategy scenarios which has been determined, the required cost of first scenario is 84% and 111% larger followed by 24% and 36% higher in terms of PCI rate than other scenarios, respectively. In terms of the less-costly requisite cost of each PCI rate point improvement, the first scenario also showed a lower value than the other of other scenarios. It means that the first scenario is the most efficient in terms of requisite cost for life cycle of M&R Program within 5 year evaluation period as well as in conjunction with the principal concept of pavement preventive maintenance and preservation.
