The development of road information system in Indonesia :: A Case study in the City of Balikpapan

Transportation as the movement of people, goods, and services, has been increased year by year in relation to the growth of residences and economic sectors. The increasing rates in transportation sector mean the reduction in mobility and accessibility. In order to provide more accessibilities and safety, vehicle reductions must be implemented. Beside that, the physical road network conditions also play important roles. The management of physical road network conditions with limited sources has been a heavy challenge. In fact, the budget that is available for the road maintenance is relative decreasing compared to the maintenance needs. Therefore, the maintenance such as pavement management and rehabilitation need some deeper policies and plannings because the current funding levels are not sufficient to maintain the road system on an optimal level of service. As a part of pavement management, there is an increase in the need to develop a system that gives information about road condition. This road information system will present more accurate and objective data. Therefore, in 1988, Indonesia developed it first road information system which was called IRMS (Inter Urban Road Management System). This software is followed by the other software such as BMS (Bridge Management System), and URMS (Urban Road Management System). However, the main problem that still occurred until now is those softwares are not user friendly, which resulted in only certain people can operate it. This thesis is trying to develop a road information system that is the easiest to learn by using Microsoft Access 2003. The data used in thesis are the Balikpapan city road data taken in 2002. The main focus of this thesis is getting a priority level in maintenance work. After reviewing with several kinds of software, Microsoft Access as a tool to build road information system is considered more user friendly and reliable to calculate the maintenance cost, road asset, and benefit of roads in a simple way. This program is suggested to use for small-medium city road information system along with the further development in the contents related with each city condition.
