School bus planning at Cimahi, West Java

Transportation is the movement of people or goods from one place to another. Transportation is a kind of a way people to fulfill their needs, so people try to minimize the transportation. People have choice among transportation facilities to choose the most beneficial one. The most important affecting reason for choice of transportation in developing countries is the minimal cost. Sometimes people try to get the lowest cost of transportation, but they neglect the important should considered that is safety factor. Nowadays, the problem in developing countries is people shift from public transportation to private vehicle especially motor cycle. The shifting trend is not balanced with the development of infrastructure, traffic management, and safety vehicle component. Another problem is many of the transportation users are students. The objectivity of this study is to introduce school bus among the community, which is one of strategy to reduce private vehicle use by school children and give them priority in using the school buses. Also the bus school availability will be more effective to reduce traffic vehicle space uses and to reduce traffic vehicle loads. Finally, the result of this study will be submitted to Cimahi Regional Government. The background for choosing of study location is to continuing the previous study, to help the Cimahi Government working together with the Research and Development Center for Roads and Bridges, Department of Public Work. The number of school children in Cimahi is 81,038 about 16 % from the total population. From the origin and destination (OD) matrix, it is shown that the number of school children population 69,163 children study in inner zone of Cimahi which spread on 15 sub-district. The route development is based on OD matrix and optimizing by route factors. Some alternatives build to get the optimum route factor and the best route factor is 1. The first alternative gives route factor 1.64 and the second alternative has route factor 1.25. Time schedule development is according to the length of the route path and student’s time schedule. In addition according to this study estimates the number of busses, from population of school children who study in inner zone, it just takes about 54% of children will be facilitated by school bus service.The number of busses operate is 377 busses. To determine the fare, there are 3 scenarios. First, fare is equal Willingness to Pay (WTP). Second, fare is calculated according to break even point. The last scenario is fare calculating by assuming that the operator will gain 10% benefit from the total cost. From the first scenario the total revenue is Rp89,551,827, compare to total cost of Rp206,369,959. There is a loss of revenue, on this condition the differences between cost and revenue, Rp116,818,132 can complete by giving subsidy. The second scenario, resulting fare equal Rp5,548. The third scenario the fare is Rp6,103.
