Worldwide, more than 1 million person are killed yearly due to traffic accidents. Although high percentage of these accidents is due to drivers errors, but highways have a significant effect on this high percentage of traffic accidents. One of the most important factors in the highways affecting traffic accident rates is the skid resistance (Asi, 2005). Plastics cause serious environmental problems. Although they are not intrinsically dangerous, they take up a huge amount of space in landfills and they are made from a nonrenewable resource, namely fossil fuels. For these reasons it is important that, where possible, plastics are recycled. This investigation was undertaken to comparing the skid resistance value between HRS-WC asphalt concrete mix using local aggregate and Polyprophylene (PP) synthetic aggregate which used for surface dressing in this research is chipping. From the result of this research, it could give contribution in designing hot mixed asphalt especially for Hot Rolled Sheet – Wearing Course (HRS-WC) asphalt mixture, so the surface pavement can provide the anti-skid resistance, good service for traffic and road users. By using plastic recycling Polyprophylene (PP) as a chipping can prevents damage to enviroment. In this research there are four things that conduct to find the relationship between British Pendulum Number and accident rate that consist of wet accident ratio, friction coefficient, stopping distance and speed in the darkness. This research conducted with 3 variation of aggregate spread rate, the variation are 1.66 kg/m2, 2.28 kg/m2, 2.90 kg/m2. Bristish Pendulum Number (BPN) value for aggregate spread rate 1.66 kg/m2, 2.28 kg/m2, 2.90 kg/m2 and existing are 89, 82, 80.67 and 51. Accident frequency at existing condition are 0.0835 and accident frequency chipping with PP are -0.2129, percentage wet accident ratio between existing condition and chipping with PP are 354.97%. Friction coefficient pavement without chipping are 0.39 and chipping with PP are 0.66, chipping improving friction coefficient 69.23%. By using Polyprophylene (PP) as Chipping can reduce the stopping distance for variety speed. For instance, at speed 10 km/h in pavement without chipping are 6.56 m and stopping distance by using chipping PP are 6.15, at speed 20 km/h in pavement without chipping are 15.14 m and stopping distance by using chipping PP are 3.49 etc. Speed limit in the darkness without chipping for Beam Head Light Low ( 50 m ) are 48.09 m and by using chipping PP are 56.19 m. Speed limit without chipping for Beam Head Light High (150 m) are 97.45 m and by using chipping PP are 118.76 m.
