Analysis of junction design and traffic conflicts at unsignalized intersection :: A case Study unsignalized intersection in residential area in Yogyakarta

Recently, traffic accident number is used as traffic safety indicator in Indonesia. The number of accident is used in monitoring and evaluating traffic safety including determining accident spot/area and also proposes suitable countermeasures. Yet, it is clear that simply counting crashes or injuries is often an imperfect indicator of the level of transport safety. Conflict studies make it possible to study locations, situations, special road user groups, and so on, in such detailed way that one can draw operational conclusions on what lies behind the problems detected and what can be done to avoid these problems in the future. The objectives of this research are to applying Traffic Conflict Technique as a non-accident indicator in transport safety, analyze traffic conflict characteristics by using Traffic Conflict Technique at intersection, analyze correlation between traffic volume, traffic speed, and traffic conflicts, to examine the interaction between road users which lead to traffic conflict at intersection, to observe existing condition of observation site which lead to traffic conflict between road users, and propose also design traffic safety measures at intersection based on traffic conflict characteristics. The methods used are observation using the Swedish Traffic Conflict Technique, statistical analysis to asses’ reliability and repeatability of training observers and CDBasew.exe program to examine the severity of conflicts. It was found that the Swedish Traffic Conflict Technique can be applied in Indonesia with some constraints, such as in prediction of vehicle speed. The most conflicts which occur are crossing conflicts. There is no linier correlation between traffic volume and traffic conflicts, whereas vehicle speed affects the severity of conflicts. Undefined type of intersection, improper function of the roads, lack of pedestrians and cyclists facilities, lack of marking and signing, lack of speed reduction and traffic calming measures, unclear speed limits, and inadequate visibility are the main cause of conflicts occurred. For this no controlled junction, some common recommendations are made. A priority junction with yield sign is proposed to solve the problem as well as improvement of pedestrian footway for each approach (by covering drainage ditches), installation signs and markings, provision of traffic calming, installation of traffic islands (including pedestrian refuge and median), and improvement of turning radii. The improvement will be in two scenarios.
