Jaminan sosial bagi pekerja informal melalui program asuransi kesejahteraan sosial

Jaminan Sosial merupakan hak bagi setiap warga negara Indonesia karena UUD 1945 (amandemen) mengamanatkannya pada pasal 34 (2) yang berbunyi : “Negara mengembangkan sistem jaminan sosial bagi seluruh rakyat dan memberdayakan masyarakat yang lemah dan tidak mampu sesuai dengan martabat kemanusiaan”. Namun demikian, jaminan sosial yang telah diselenggarakan Pemerintah belum menjangkau seluruh lapisan masyarakat. Salah satu kelompok yang belum tersentuh jaminan sosial tersebut antara lain para pekerja informal. Berangkat dari keadaan tersebut, Departemen Sosial RI meluncurkan Program Asuransi Kesejahteraan Sosial (Askesos) yang diperuntukkan bagi para pekerja informal. Dalam pelaksanaannya diserahkan kepada organisasi sosial yang ditunjuk. Panti Asuhan Yatim Muhammadiyah Danukusumo ditunjuk sebagai pengelola Askesos di Kabupaten Purworejo setelah melalui seleksi administrasi. Program ini sudah dilaksanakan sejak tahun 1993 sampai terhenti pada tahun 1998 bersamaan dengan krisis moneter dan politik. Baru dimulai lagi tahun 2003 dan sudah menjangkau di 32 Propinsi dan telah menjalin kemitraan dengan 116 Organisasi Sosial. Di Kabupaten Purworejo pada tahun 2005 diberikan kesempatan untuk melaksanakan program ini. Penelitian ini akan melihat pelaksanaan program ini yang sudah selesai pada bulan Oktober 2008. Masalah yang diangkat adalah : implementasi pelaksanaan Askesos di Panti Asuhan Yatim Muhammadiyah Danukusumo mulai dari kelembagaan, mekanisme rekrutmen peserta sampai dengan pembayaran klaim serta kegiatan yang menyertainya. Metode yang digunakan melalui pendekatan kualitatif dengan informan pengelola Askesos, peserta Askesos sebanyak 15 orang dari 105 orang peserta Askesos di Kabupaten Purworejo ditambah dengan beberapa pengurus panti dan juga pihak Dinas Sosial. Kesimpulan dari penelitian ini : perekrutan peserta masih kurang mengenai sasarannya, dimana peserta tidak semua merupakan pekerja informal tetapi sebagian pegawai panti. Premi peserta tidak dibayar sendiri oleh peserta melainkan ditanggung oleh donatur dan ternyata tidak semua sanggup membayarkan (20 persen premi tidak terbayar). Pembayaran klaim kepada peserta mencapai Rp.1.900.000,- (30,4 persen dari dana yang disiapkan untuk klaim). Terjadinya kredit macet dari peserta Askesos yang meminjam yang besarnya mencapai Rp.3.700.000,-. Rekomendasi yang dikeluarkan: a. perlu sosialisasi kepada masyarakat khususnya pekerja informal agar bisa tepat sasaran dan jumlah peserta berkembang, b. Premi dibayar sendiri oleh peserta sedangkan dana donatur sebagai stimulan sehingga manfaat yang didapat peserta bisa lebih banyak c. Perlu menjalin kerjasama dengan lembaga sosial lain semisal Baziz untuk menjadi donatur.

Social security is right for every Indonesia citizen because UUD 1945 (amendments) entrust on paragraph of 34 (2) which said that : The state develops system of social security for all citizen and powered the community which weak and who not able same with human prestige”. But, the social security which done by government don’t yet all of community group. One of group which not yet by social security is the social workers. From hence, The Social Department of Indonesia Republic had been launching the Welfare Insurance Program (Askesos) that for informal workers. In implementation of that program done by social organization who selected. The fatherless child reformatory of Muhammadiyah Danukusumo selected as manager of Askesos in Purworejo regency through administration selection. This program had implemented in 1993. But in 1998 it is halt simultaneous with monetary and political crisis. So back to start in 2003 and yet in 32 provincial and make partnership with social organization which account 116. In Purworejo regency on 2005 given opportunity to implement that program. This research will look for implementation to that program which finish in October of 2008. The problem which become the main of concern in this research consist of : the implementation of Askesos in fatherless child reformatory of Muhammadiyah Danukusumo start from institution, recruitment mechanism of participant until with payment of claim and so some activity which done in that program. The methods which use to pass qualitative approach with informant are Askesos management, askesos participant who account 15 people from 105 people who participant of Askesos in Purworejo regency, increase with some official members of that fatherless child reformatory and so Social Department. The conclusion from this research that the recruitment of participant still is less synchronized of that target, where in participant is not all of that as informal workers but part of them are the officer of that fatherless child reformatory. The premium of insurance whose by participant is not paid by participant, but accounted by donor and in the fact, all of participant capable to pay of that insurance premium (20 percent of premium is not paid). The pay of claim to participant account Rp 1.900.000,- (30,4 percent from the budget which readied to that claim). There are credit struck from Askesos participant who take of credit which account Rp 3.700.000,-. The recommendation which outer, consist of: first, use to socialization to community especially informal workers so can synchronized with target as true and the account of participant can develop, second, the premium which paid by participant and donor budgeting as only stimulant so the advantage which can take to participant more many. Third, use make joint with other social institution, for example Baziz to become donor.
