Motivasi kader dalam implementasi Gerbangmas posyandu di Kabupaten Tanah Laut tahun 2008

Latar Belakang : Departemen Kesehatan telah mencanangkan target percepatan untuk AKI dan diharapkan pada tahun 2015 telah mencapai 102/100.000 kelahiran hidup. Upaya mempercepat keberhasilan penurunan AKI dan AKB di samping dipengaruhi faktor akses dan pelayanan, juga dikembangkan oleh masyarakat dengan segala potensi dan peran sertanya. Untuk mempercepat pencapaian, peran posyandu sebagai representasi peran serta masyarakat sangat dibutuhkan. Pemda Kabupaten Tanah Laut telah mengembangkan revitalisasi program posyandu (gerbangmas posyandu). Hasil evaluasi program menunjukkan belum meningkatnya partisipasi masyarakat, kinerja yang kurang maksimal diduga berhubungan dengan motivasi kader posyandu. Tujuan Penelitian : Mengetahui motivasi kader dalam pelaksanaan program gerbangmas posyandu di Kabupaten Tanah Laut. Secara khusus bertujuan untuk : 1) mengetahui hubungan pemahaman kader terhadap program dengan motivasi, 2) mengetahui hubungan karakteristik sosiodemografi kader terhadap program dengan motivasi, 3) mengetahui hubungan antara persepsi kader terhadap reward, pembinaan petugas dan persepsi kader terhadap tupoksinya dan 4) motivasi kader dalam pelaksanakan program gerbangmas posyandu,. Metode Penelitian: Penelitian ini adalah penelitian kuantitatif dengan jenis rancangan cross sectional. Subjek penelitian adalah kader gerbangmas (total populasi). Pengumpulan data dengan kuesioner. Analisis data dengan uji univariat, bivariat ( 2א ) dan multivariat (regresi logistik). Ketentuan statistik didasarkan pada taraf signifikansi p < 0.05. Hasil Penelitian : Kader dengan pemahaman tinggi terhadap program sebanyak 51,4%, Motivasi kader dalam pelaksanaan program gerbangmas sebagian besar (54,41%) rendah, persepsi kader terhadap reward, pembinaan serta tugas dan fungsi mayoritas sudah cukup baik. Analisis bivariat menunjukkan bahwa karakteristik kader yaitu umur, pendidikan dan lama tugas kader memiliki hubungan signifikan dengan motivasi kader, untuk 1). Pemahaman kader terhadap program memiliki hubungan signifikan dengan motivasi, 2) persepsi kader terhadap reward, pembinaan petugas dan persepsi tupoksi memiliki hubungan yang signifkan dengan motivasi kader dalam pelaksanaan gerbangmas posyandu, 3). Hasil analisis multivariat semua variabel bebas mempunyai pengaruh terhadap variabel terikat. Kesimpulan : Motivasi kader dalam pelaksanaan gerbangmas posyandu masih rendah. Pemahaman kader terhadap program memiliki hubungan dengan motivasi kader. persepsi kader terhadap reward, pembinaan dan tupoksi memiliki hubungan dengan motivasi dalam pelaksanaan program gerbangmas psoyandu

Background: The Ministry of Health has specified acceleration target of maternal health rate and it is expected that 102/100,000 births alive will have been achieved in 2015. Efforts to accelerate achievement in reducing maternal and infant mortality rate are not only affected by factors of access and service but also by the community with all their potential and participation. Active role of integrated service post (posyandu) as a representation of community's participation is much needed. District government of Tanah Laut has developed a revitalization program of posyandu (gerbangmas posyandu). The result of program evaluation indicates low participation of the community and less optimal performance that are assumed to be related to motivation of cadres of posyandu. Objective: To identify motivation of cadres in the implementation of gerbangmas posyandu program at District of Tanah Laut. In particular the study aimed to identify: 1). association between cadres' understanding of the program and motivation, 2) association between sociodemographic characteristics of cadres and motivation, 3) association between perception of cadres about reward, staff supervision and perception of cadres about the main duties and function and 4) their motivation in the implementation of gerbangmas posyandu program. Method: The study was quantitative study and used cross sectional design. Subjek consisted of all cadres (total population, N = 146) of gerbangmas posyandu. Data were obtained through questionnaire and analyzed using univariate, bivariate, (X2) and multivariate (logistic regression) test at significance p<0.05. Result: The result of univariate analysis showed that out of 146 cadres, the majority (51.4%) had good understanding and the majority (54.41%) had low motivation. Meanwhile, perception of cadres about reward, supervision, duties and function spere good. The result of bivariate analysis showed there was significant association between sociodemographic characteristics of cadres and motivation for: 1) cadres' understanding had significant association with cadres' motivation, 2) perception of cadres about reward, supervision of staff and perception about duties and function had significant association with motivation of cadres in the implementation of gerbangmas posyandu at District of Tanah Laut. The result of multivariable analysis showed that all independent variables affected dependent variable of cadres in the implementation of gerbangmas posyandu program. Conclusion: Cadres motivation in the implementation of gerbangmas posyandu was still low. cadres comprehension towards has connection with cadre motivation, cadres perception towards reward, construction and tupoksi has connection with motivation in program implementation gerbangmas posyandu at District of Tanah Laut.
