Pengembangan SIM berbasis komputer untuk manajemen obat di Apotek Gunung Agung Denpasar Bali

Apotek termasuk salah satu sarana penunjang kesehatan yang merupakan tempat dilakukannya pekerjaan kefarmasian dan penyaluran sediaan farmasi serta perbekalan kesehatan lainnya. Kemajuan ilmu pengetahuan dan teknologi berdampak pada perubahan pola pikir dan pengetahuan masyarakat menjadi lebih kritis dalam menyikapi pelayanan kesehatan. Apoteker dituntut untuk selalu memperkaya ilmu pengetahuan dengan belajar sepanjang waktu (life long learner) dan selalu mengakses informasi terkini (up to date) agar dapat memberikan pelayanan kesehatan secara optimal, efektif, dan efisien, salah satunya adalah dengan menerapkan Sistem Informasi Manajemen (SIM) sebagai upaya untuk meningkatkan pelayanan terhadap pasien. Pengembangan SIM perlu dilakukan karena sistem yang ada saat ini belum sesuai dengan yang diinginkan user serta keterbatasan fasilitas program untuk memperoleh informasi yang cepat untuk menunjang pelayanan kefarmasian. Hal ini mengakibatkan sering terjadi kesalahan estimasi perencanaan dan pengadaan obat, banyak obat yang kadaluarsa (expired date), banyak resep yang tidak terlayani akibat stock out. Berdasarkan laporan bulan april 2008 secara manual, persentase rata–rata sebesar 5,99 % resep tidak terlayani, dengan nominal rata–rata sebesar Rp 150.000,00 per hari. Hal ini merupakan nilai yang cukup besar bagi apotek akibat stock out, yang menunjukkan kurang efisiennya pengelolaan obat. Data persentase ketidaksesuaian perhitungan stok obat pada SIM lama adalah sebesar 11,57% untuk bulan Juli 2008, 12,84% pada bulan Agustus 2008 dan sebesar 12,26% pada bulan September 2008. Hal ini menunjukkan perlunya perbaikan sistem program sehingga dapat memperkecil kesalahan perhitungan ini. Rancangan penelitian ini dilakukan secara deskriptif-analisis dengan jenis penelitian action research. Analisis SIM lama dilakukan dengan menggunakan parameter kemudahan operasional, ketelitian, kelengkapan, kehandalan sistem, serta kecepatan untuk proses input dan output. Pengumpulan data dilakukan secara retrospektif dan prospektif. Pembuatan desain SIM baru berbasis windows dilakukan dengan metode prototype. Program SIM baru telah mempunyai fasilitas yang mendukung manajemen obat, khususnya pada proses seleksi, perencanaan dan pengadaan, serta pengendalian persediaan. Persentase rata–rata ketidaksesuaian stok obat antara perhitungan fisik dan perhitungan komputer menunjukkan angka dibawah 10 %. Hal ini mengindikasikan bahwa kinerja SIM baru sudah lebih baik dibandingkan dengan SIM lama dalam mencegah ketidaksesuaian stok. Software apotek ini dikembangkan oleh peneliti bersama dengan programer komputer untuk memperbaiki kekurangan SIM yang ada di apotek, sehingga dapat menunjang manajemen obat di Apotek Gunung Agung.

Science progress and technological affect at change of patterned thinking and society knowledge become more critical in attitude of health service. Apothecary claimed to always to enrich the science by life long learner and always access the information up to date so that can give the health service in an optimal fashion, effective, and efficient, one of them is by applying management Information System (MIS) as effort to increase service to patient. Apotek Gunung Agung have applied the SIM base on the DOS in supporting activity of drug management. Development MIS require to be conducted because existing system in this time not yet matching with wanted by user and also facility limitation program to obtain get the information which quickly to support the pharmacy service. This matter result is often happened by the mistake estimate the planning and levying medicine, a lot of drug which expired date, a lot of recipe which is not served by the effect of stock out. Pursuant to report of April 2008 in manual, percentage equal to 5,99 % recipe is not served, nominally equal to Rp 150.000,00 per day. This matter represent the big enough value for pharmacy of effect of stock out, showing less be its efficient is drug management. Percentage data of inappropriate of calculation stock medicine at old MIS is equal to 11,57% on July 2008, 12,84% on August and equal to 12,26% on September 2008. This matter show the importance of system repair program so that can minimize this calculation mistake. This research done by descriptive-analyze with the type of research is action research. Old MIS analysis Conducted by using parameter of operational amenity, accuracy, completeness, system mainstay, also speed to process the input and out put. Data collecting by retrospective and prospective. The making of new MIS design base on Windows with the prototype method. The new MIS program had the facility supporting drug management, specially at selection process, procurement, and also inventory controlling. From mean inappropriate, between calculation of physical and computer calculation show under 10 %. This matter indicate that the new MIS have better to prevent the inappropriate according to stock compared to old MIS. This pharmacy software represent the software developed by researcher along with computer programmer to improve and repair the insufficiency MIS exist in pharmacy, so that the new MIS can support the drug management in Apotek Gunung Agung
