Analisis kinerja instalasi farmasi RSU Negara Kabupaten Jembrana Bali dengan pendekatan balanced scorecard

2008 | Tesis | S2 Ilmu FarmasiTelah dilakukan penelitian tentang Analisis Kinerja Instalasi Farmasi Rumah Sakit Umum Negara Kabupaten Jembrana Bali, untuk mengetahui sejauh mana pencapaian kinerja yang telah dilakukan. Hal itu seiring dengan meningkatnya pembiayaan dan tingkat kompetisi antar rumah sakit, serta semakin tingginya tuntutan masyarakat akan pelayanan yang bermutu dan terjangkau. Analisis kinerja Instalasi Farmasi Rumah Sakit (IFRS) dengan konsep balanced scorecard adalah relevan. Balanced scorecard merupakan alat untuk mengevaluasi kinerja organisasi secara komprehensif dengan menggunakan empat perspektif, yakni pembelajaran dan pertumbuhan, proses bisnis internal, customer, dan keuangan. Tujuan penelitian adalah untuk melakukan analisis kinerja Instalasi Farmasi RSU Negara Kabupaten Jembrana Bali berdasarkan empat perspektif Balanced scorecard. Penelitian tersebut merupakan penelitian non eksperimental yang bersifat deskriptif. Pengumpulan data berupa data kualitatif dan kuantitatf. Data kualitatif diperoleh berdasarkan kuesioner dengan skala yang diisi langsung oleh responden, wawancara mendalam dengan apoteker kepala IFRS. Data kuantitatif diperoleh melalui observasi langsung, survei terhadap resep dan laporan keuangan. Data kualitatif dianalisis isinya dan data kuantitatif dianalisis secara statistik. Hasil penelitian memperlihatkan bahwa : 1). Kinerja pada perspektif pembelajaran dan pertumbuhan : produktivitas langsung petugas 53,60%, petugas memiliki semangat kerja tinggi 83,33%, pengembangan SIM tahun 2008 belum optimal. 2). Kinerja pada perspektif pelayanan : tingkat ketersediaan obat pada tahun 2005, 2006 dan 2007 berturut – turut sebesar 98,83%, 98,92% dan 99,00%, dispensing time untuk resep racikan 18 menit 23 detik dan untuk resep non racikan 7 menit 12 detik, proporsi obat yang diserahkan dengan label benar 100%, rata-rata waktu pemberian informasi obat 31,96 detik. 3). Kinerja pada perspektif customer: ketidakpuasan pasien tinggi pada aspek kenyamanan ruang tunggu 47,62%, keterjaringan pasien 92,49 %, analisis kesenjangan : ada kesenjangan kualitas pelayanan. 4). Kinerja pada perspektif keuangan memperlihatkan bahwa IFRSU mendapatkan keuntungan pada tahun 2005 sampai 2007, growth ratio on sales pada tahun 2005, 2006 dan 2007 masing – masing adalah 0,330, 0,227 dan 0,193.
A study on the analysis of pharmacy installation performance of Negara Hospital Jembrana District Bali has been conducted to identify its performance achievement, due to the increase of the cost and competitions among the hospitals, as well a higher demand from the society for quality and affordable service. The analysis on Hospitals Pharmacy Installation (IFRS) through balanced scorecard concept is relevant. Balanced Scorecard is a means to evaluate organization’s performance comprehensively by using four perspectives, such as learn-growth, internal business process, customer and finance. The research aims at analyzing the pharmacy installation performance of Negara General Hospital Jembrana District Bali based on the four perspective of Balanced Scorecard. The study belongs to non experimental one which is descriptive in nature. The data were collected in the forms of qualitative and quantitative. Qualitative data were obtained from questionnaire with the scales chosen directly by the respondents, as well as in depth interview with Head Pharmacist of IFRS. Quantitative data were obtained through direct observation by conducting survey on the prescription an financial reports. Qualitative data were analyzed by its content whereas quantitative data were analyzed statistically. The result shows that : (1) Performance from learn-growth perspective: staff productivity as many as 53,60%, high-motivated staff as many as 83,33%, SIM development in 2008 is not optimum yet. (2) Performance from the services perspective the levels of drug availability in 2005, 2006 and 2007 are 98,83%, 98,92%, 99%, dispensing time for coumpounding prescription is 18 minutes and 23 second and 7 minutes 12 second for non coumpounding prescription, drugs proportion with correct label given is 100,00%, and the average dispensing time for medical information is 31,96 seconds. (3) Performance from customer perspective: dissatisfaction of the patients dealing with the waiting room comfortability is high level had high (47,62%), the level of patient coming is (92,49%), gap analysis is found in service quality. (4) Performance from finance perspective shows that IFRSU gained profit from 2005 to 2007 with growth ratio on sales in 2005, 2006 and 2007 as many as 0,330, 0,227 and 0,193.
