Pemberdayaan industri strategis dalam mendukung alutsista TNI AD untuk meningkatkan pertahanan keamanan negara :: Studi di PT Pindad

Masih terbatasnya alat utama sistem senjata (alutsista) TNI menjadikan kemampuan pertahanan negara belum mampu secara optimal menghadapi ancaman pertahanan dan keamanan yang dapat mengganggu kedaulatan Negara Kesatuan Republik Indonesia. Kurang memadainya kondisi dan jumlah alutsista, sarana dan prasarana, serta masih rendahnya tingkat kesejahteraan anggota TNI merupakan permasalahan yang selalu dihadapi dalam upaya meningkatkan profesionalisme TNI. Kebijakan pemerintah untuk meningkatkan pemberdayaan industri strategis untuk industri pertahanan dalam mendukung kemandirian produksi alutsista merupakan langkah yang tepat. Adanya BUMN yang mengelola industri strategis dan dapat mendukung kemandirian pembinaan alutsista TNI yang didukung dengan kebijaksanaan bagi industri strategis untuk dapat bekerja sama dalam rangka pertahanan negara. Penelitian ini bertujuan untuk memberikan gambaran tentang kondisi objektif pemberdayaan industri strategis produksi alutsista di PT Pindad Bandung, memberikan gambaran tentang kebutuhan strategis apa yang dibutuhkan untuk mendukung kemandirian produksi alutsista di PT Pindad Bandung, kendala-kendala apa yang dihadapi PT Pindad Bandung dalam pemberdayaan industri strategis produksi alutsista, serta model pemberdayaan strategis produksi alutsista di PT Pindad Bandung. Dalam penulisan ini menggunakan metode deskriptif analisis, yaitu data primer diperoleh dari hasil survey lapangan dengan mengunjungi industri strategis dan wawancara terhadap para pejabat PT. Pindad, khususnya terhadap Direktur produk militer dan staf, dilanjutkan meninjau ke pabrik yang kemudian dianalisis. Data sekunder diperoleh dari kajian berbagai tulisan dan bahan kepustakaan yang berkaitan dengan pemberdayaan industri strategis. Pendekatan yang digunakan adalah yuridis formil. Hasil penelitian menunjukkan bahwa proses pemberdayaan industri strategis di PT PINDAD bukanlah sebuah proses yang statis, costless dan automatic. Pemberdayaan industri strategis adalah proses besar yang dinamis, butuh waktu, biaya dan tidak terjadi secara otomatis. Tampak sekali dari waktu ke waktu terjadi peningkatan kemampuan produksi dan kemampuan teknologi yang semakin beragam dan semakin canggih dan disertai oleh tahap pemberdayaan, mekanisme dan sumber pemberdayaan yang semakin lama semakin bervariasi. Disarankan agar PT PINDAD mampu memproduksi alutsista bagi kebutuhan TNI AD maka diperlukan upaya untuk meningkatkan penguasaan kapabilitas iptek hankam di kalangan industri nasional melalui regulasi kelembagaan dan dukungan alokasi pendanaan yang khusus.

The main defence equipment system (alutsista) of Indonesian National Military (TNI) is remain limited which make the state defense capability still not optimal to face the defense threat and the security that can disturb the Unitary State of Republic of Indonesia (NKRI). The less conducive condition and the number of the main defence equipment system (alutsista), instrument and infrastructure as well as the low welfare level of the Indonesian National Military personnel are the problem that always being faced in the effort to improve the professionalism of the Indonesian National Military. The government policy to improve the empowering of the strategy industry especially the defense industry in supporting the self-sufficient of the main defence equipment system (alutsista) production is a proportional step. The existence of BUMN (state owned company) in handling the strategy industry and the capability to support the selfsufficient in improving the main defence equipment system (alutsista) of the Indonesian National Military that supported by the policy for the strategic industry in order to be capable to corporate with one another within the frame work of state defense. The aim of this research is to describe about the objective condition of the empowering the strategic industry of the main defence equipment system (alutsista) production at PT Pindad Bandung give the description about what kind of the strategic requirement that needed in order to support the independency of the main defence equipment system production at PT. Pindad Bandung. The sort of obstacles that faced by PT Pindad Bandung in the effort of empowering the strategic industry of the main defence equipment system (alutsista) production as well as the self-sufficient model of the empowering of the strategic production at PT Pindad Bandung. This article uses an analytical descriptive method which is the primary data coming from the survey result by visiting the strategic industry and interviewing some officers from PT. Pindad especially the Military Production Director and some staffs continued by visiting and analyzing the fabric. The secondary data is gained from the article research and library study, which connect with the empowering of strategic industry. The approach that to be used is formal jurisdiction. The research result shows that the empowering process of the strategic industry at PT. Pindad is not a static, costless, and automatic process. The empowering of the strategic industry is a big and dynamic process and taking some time, cost and not occurred automatically. From time to time the increasing of the capability production more various and sophisticated is obviously seen that followed with the step of the empowering, mechanism, and more various resources. PT. Pindad is suggested to be capable to produce the main defence equipment system (alutsista) for the Indonesian Army of (TNI AD) so that required the efforts to increase the ability of science and technology of security and defense in the national industrial community through institutional regulation and special supporting financial allocation
