Analisis persepsi kelompok tani jagung terhadap program dana penguatan modal lembaga usaha ekonomi pedesaan di Kecamatan Limboto Barat Kabupaten Gorontalo, 2007

Penelitian ini bertujuan untuk mengevaluasi Program Bantuan Penguatan Modal (DPM) Lembaga Usaha Ekonomi Pedesaan (LUEP) menurut persepsi kelompok tani jagung di Kecamatan Limboto Barat Kabupaten Gorontalo. Penguatan Usaha Modal Kerja (DPM-LUEP) merupakan program bantuan modal kerja oleh Pemerintah Provinsi Gorontalo melalui dana Anggaran Pendapatan dan Belanja Negara (APBN) yang diberikan kepada petani jagung dalam rangka menjaga stabilisasi tingkat harga gabah/beras/jagung pada saat panen raya sesuai dengan Harga Pembelian Pemerintah (HPP). Data yang digunakan dalam penelitian ini adalah data primer (primary data) dan data sekunder (secondary data). Data primer diperoleh dari wawancara langsung kepada kelompok tani jagung di Kecamatan Limboto Barat Kabupaten Gorontalo. Data sekunder yakni data-data yang berkaitan dengan obyek yang diteliti yang diperoleh dari Badan Pusat Statistik, Dinas Pertanian dan Ketahanan Pangan Provinsi Gorontalo, dan dinas pertanian Kabupaten Gorontalo. Hasil analisis menunjukkan bahwa sebesar 60% responden setuju proses dan mekanisme pelaksanaan program DPM-LUEP bagi pengembangan kelompok usahatani. Aspek distribusi atau penyaluran modal bagi kelompok tani yakni mayoritas responden (60%) menyatakan belum mengikuti jadwal waktu tanam, yakni pada saat musim tanan dimulai para petani belum menerima dana bantuan tersebut. Aspek penguatan modal mayoritas responden (64%) menyatakan DPMLUEP sangat membantu pada saat datangnya musim tanam, di mana petani membutuhkan modal kerja karena bila petani melakukan pinjaman harus diimbangi dengan jaminan dan bunga pada akhirnya petani sering kesulitan dalam pengembalian uang pinjaman tersebut. Hal yang perlu menjadi perhatian dari aspek pengembalian dana bergulir adalah jangka waktu pengembalian, mayoritas responden (52%) belum setuju karena pada saat jadwal pelunasan DPM-LUEP telah jatuh tempo sementara belum waktunya panen raya sehingga petani belum memiki dana untuk melunasi hutang kepada pemerintah. Kendala yang dihadapi oleh kelompok tani dalam mengajuan bantuan dana bergulir sulit untuk dipenuhi yakni 1) jaminan tanah pertanian milik petani, hal tersebut sulit untuk dipenuhi karena tidak semua petani merupakan pemilik lahan melainkan sebagai penggarap; 2) fasilitas usaha (alat angkut, lantai jemur, dsb), minimnya modal kerja bagi petani menyebabkan terbatasnya fasilitas pertanian yang dimiliki oleh petani; 3) manajemen usaha belum optimal, hal tersebut disebabkan oleh kemampuan kelompok usahatani yang sulit bekerjasama dengan kelompokkelompok tani untuk pengembangan usaha pertanian.

This study aim to evaluate the Program of Capital Reinforcement fund (DPM) Institute the Effort Rural Economics (LUEP) of according to perception of group of maize farmer in Subdistrict of West Limboto the Gorontalo Regency. Reinforcement fund of Effort Working Capital (DPM-LUEP) represent the program of aid working capital by Government of Provinsi Gorontalo through General Revenues And Expenditure Budget fund (APBN) which is passed to by a maize farmer in the framework take care of the stabilization mount the price unhalled rice/halled rice/maize at the time of great crop as according to Governmental Purchasing Price (HPP). Data used in this study is primary data and secondary data. Primary Data obtained from direct interview to group of maize farmer in Subdistrict of West Limboto of Gorontalo Regency. Data Sekunder is related to accurate objek obtained from Statistical Center office, Agriculture and Resilience of Food office of Provinsi Gorontalo, and agriculture office of Regency Gorontalo. Result of analysis indicate that equal to 60% responder agree the process and execution mechanism program the DPM-LUEP for development of group effort farmer. Aspect of Distribution or capital channeling for farmer group namely responden majority (60%) expressing not yet followed the time schedule planted, namely at the time of season plant started by all farmer not yet accepted the relief fund. Aspect of Reinforcement of capital of responder majority (64%) expressing DPM-LUEP very assistive at the time of coming season plant, where farmer require the working capital because if farmer conduct the loan have to be made balance to with the guarantee and rent in the end farmer often difficulty in the loan refunding. Matter which require to become the attention from aspect of return of reinforcement fund is return duration, responder majority (52%) not yet agreed because at the time of schedule of redemption DPM-LUEP have fallen due whereas its time crop not yet great so that farmer not yet owned the fund to pay the debt to government. Constraint faced by farmer group in submit of aid of Reinforcement fund difficult to be fulfilled namely 1) security farmland own the farmer, the mentioned difficult to be fulfilled because don’t all farmer represent the farm owner but as work the land; 2) facility of effort (appliance transport, the, floor on sunbathe, atc), its minim is working capital for farmer cause the limited agriculture facility which owns by farmer; 3) management of effort not yet optimal, the mentioned because of difficult group effort farmer ability work along with the farmer group for the development of the effort agriculture.
