Fungsi pengawasan DPRD terhadap pengelolaan keuangan daerah di Kabupaten Pohuwato 2004-2006

Penelitian ini bertujuan untuk mengetahui pelaksanaan fungsi Pengawasan DPRD Kabupaten Pohuwato dalam pengelolaan keuangan daerah. Penelitian ini dilaksanakan di DPRD Kabupaten Pohuwato selama tiga bulan dengan jumlah sampel 25 orang atau keseluruhan Anggota DPRD Kabupaten Pohuwato. Pengumpulan data dalam penelitian ini dilakukan melalui studi kepustakaan dan penelitian lapangan. Analisis data yang digunakan adalan pendekatan kualitatif dan kuantitatif, pendekatan kualitatif digunakan untuk mengetahui dan menjelaskan tingkat pelaksanaan fungsi pengawasan DPRD dalam pengelolaan keuangan daerah. Pendekatan kuantitatif digunakan untuk mengetahui keeratan hubungan antara rendahnya kemampuan SDM DPRD dengan implementasi fungsi pengawasan keuangan daerah yang dilakukan dengan menggunakan regresssion analysis. Hasil penelitian ini adalah (1) pelaksaanaan fungsi pengawasan DPRD Kabupaten Pohuwato dalam hal pengelolaan keuangan daerah belum efektif. Hal ini dibuktikan dengan realisasi pelaksanaan tugas pengawasan DPRD setiap tahun rendah; (2) sumber daya manusia DPRD Kabupaten Pohuwato masih rendah baik dilihat dari segi pengetahuan tentang pengawasan, perencanaan RAPBD, inflementasi APBD, tingkat pendidikan dan pengalaman.

The objective of this research is to know the implementation of control function of the Local House Representative (DPRD) of Pohuwato Regency toward the local fund management. This research is conducted in Pohuwato Regency for three months with the member of sample 25 or the total number of Local House Representative members of Pohuwato Regency. Data collection in this research is conducted through field research and library study. The data of this research is analyzed through qualitative and quantitative approach. Qualitative approach is used to know and describe the extent of implantation of control function by Local House Representative toward local fund management. Meanwhile quantitative approach is used to know the relationship between the low human resources of Local House Representative members with the implementation of the local fund management that was done by regression analysis The results of the research are; (1) the implentation of control function of Local House Representative Pohuwato Regency toward local fund management was not effective. This can be proven by realization of the job control execution of DPRD that decreases year by year, (2) human resources of Pohuwato Regency Local House Representative is still low view from knowledge about controlling, planning regional budget expense, implementing regional budget expense, qualification of education and experiences.
