Importance-performance analysis pengelolaan rumah dinas milik Pemerintah Provinsi Daerah Istimewa Yogyakarta tahun 2008

Penelitian ini bertujuan untuk menganalisis pengelolaan aset berupa rumah dinas milik Pemerintah Provinsi Daerah Istimewa Yogyakarta dengan cara mengetahui persepsi penghuni terhadap tingkat arti penting dan kinerja pengelolaan rumah dinas. Selain itu penelitian juga ditujukan untuk identifikasi pengaruh faktor lokasi, luas bangunan dan kondisi bangunan terhadap tingkat arti penting (importance) dan kinerja (performance) pengelolaan rumah dinas. Analisis yang digunakan dalam penelitian ini adalah importance performance analysis dan chi square analysis. Penelitian dilakukan dengan dua metode pengumpulan data yaitu: library research dan field research serta menggunakan metodologi penelitian kuesioner terhadap 45 penghuni rumah dinas milik Pemerintah Provinsi Daerah Istimewa Yogyakarta. Hasil dari importance performance analysis menunjukkan bahwa terdapat 7 atribut yang dianggap sangat penting oleh responden dan 5 atribut dianggap penting oleh responden. Sementara itu dari penilaian responden terhadap kinerja pengelolaan rumah dinas diketahui 3 atribut dinilai bagus oleh responden yaitu kepastian hukum, transparansi sewa dan aksesibilitas pembayaran. Satu atribut yaitu pemeliharaan dinilai kurang bagus oleh responden, sedang atribut yang lain dinilai cukup. Dari chi square analysis diketahui bahwa tidak satu pun faktor yang mempengaruhi penilaian responden terhadap tingkat arti penting (importance), sedangkan pada penilaian kinerja, responden dipengaruhi oleh kondisi bangunan yang mereka tempati.

This research aimed to analyze asset management of duty official houses owned by Government of Special Region Province of Yogyakarta by measure perception of occupants to level of importance and performance on duty official houses management. Others, this research also lead to identify the influence of factors are location, building size, and building condition to level importance and performance on duty official houses management. Importance-performance analysis and chi square analysis applied in this research. This research done by two methods of data collecting are library and field research by questionnaires distribution to capture responds from 45 occupants of duty official houses. The result of importance-performance analysis shows that there are 7 attributes rated very importance and others 5 attributes rated important by respondent. Meanwhile from respond of performance rating, 3 attributes rated good by respondent are law certainty, rent transparency, and payment accessibilities. An attributes (maintenance) rated not performed and others rated fair. From chi square analysis known that no factor influence respondent rating to level of importance on duty official houses management. Meanwhile respondent rating to performance influenced by condition of building occupied.
