Penelitian dilatarbelakangi oleh kondisi Pustakawan Penyelia yang kariernya berada pada posisi kurang beruntung dibanding pustakawan jenjang jabatan lainnya, karena harus mentok pada Penata Tingkat I/Golongan IIId, kecuali memperoleh S1 Perpustakaan, Dokumentasi dan Informasi atau S1 bidang lain ditambah diklat alih jalur. Disamping itu, pembebasan sementara atau bahkan pemberhentian dari jabatan setiap saat menghantuinya, apabila jumlah angka kredit yang ditentukan tidak berhasil dicapai. Kondisi ini rentan dan berpeluang mempengaruhi motivasi dan prestasi kerjanya. Tujuan penelitian untuk mengetahui sejauh mana jenjang jabatan Pustakawan Penyelia berpengaruh terhadap motivasi dan prestasi kerja Pustakawan Penyelia. Sasaran penelitian seluruh pustakawan UGM dan UNY yang menduduki jenjang jabatan Pustakawan Penyelia, berjumlah 26 orang, 16 orang berpangkat Penata/Golongan IIIc dan 10 orang Penata Tingkat I/Golongan IIId. Metode penelitian yang digunakan kualitatif dengan pendekatan studi kasus dengan wawancara mendalam dan pengamatan langsung (observasi). Hasil penelitian menunjukkan: 1. Secara umum Pustakawan Penyelia UGM dan UNY yang berpangkat Penata/Golongan IIIc, mempunyai motivasi kerja baik/tinggi, sedangkan yang berpangkat Penata Tingkat I/Golongan IIId kurang baik/rendah. 2. Secara umum Pustakawan Penyelia UGM dan UNY yang berpangkat Penata Tingkat I/Golongan IIIc, mempunyai prestasi kerja tinggi/baik, tetapi belum dapat memenuhi syarat untuk naik pangkat/jabatan dalam waktu ≤ 4 tahun, sedangkan yang berpangkat Penata Tingkat I/Golongan IIId prestasi kerjanya rendah/jelek, tetapi memenuhi standar prestasi kerja minimal Hasil penelitian memberikan implikasi, perlu dilakukan usaha untuk meningkatkan motivasi dan prestasi kerja Pustakawan Penyelia, baik oleh Kepala Perpustakaan, Tim Penilai Angka Kredit, maupun Bagian Kepegawaian, termasuk Perpustakaan Nasional RI sebagai instansi pembina jabatan fungsional pustakawan di seluruh Indonesia.

The research is backgrounded by Assistant Librarian condition which its career stays on course less lucky were compared to other position strata of librarian, because having desist at Level I Manager/Strata IIId, except obtaining Bachelor of Librarian, Documentation and Information or obtaining other field bachelor were added line switching course. Beside that, they might be threaten to temporary termination or, even worst, permanent termination from their position, if they fail to meet certain conditions in the form of predetermined credit points.. This susceptible condition and having opportunity influences its motivation and working performance. The aim of research is to know how far position strata of Assistant Librarian influenced their motivation level and working performance. The subjects are all of the librarians in Gajah Mada University and State University of Yogyakarta, currently in position of Assistant Librarian. The subjects number in 26, consisted of 16 persons in the position of Manager/Strata IIIc and 10 persons in the position of Level I Manager/Strata IIId. The research method applied were qualitative with approach of case study with indepth interview and direct observation. The research result showed: 1. In general Assistant Librarian in Gadjah Mada University and State University of Yogyakarta which in position Manager/Strata IIIc, has high work motivation, while in position Level I Manager/Strata IIId were low. 2. In general Assistant Librarian in Gadjah Mada University and State University of Yogyakarta which in position Manager/Strata IIIc, has high work performance, but is not able yet to fulfill regulation to go up to next position to go up for higher position during ≤ 4 year, while in position Level I Manager/Strata IIId its work performance were low, but fulfilling minimum work performance standard. The results of the research recommended that much efforts are needed to continually improve the motivation and working performance of Assistant Librarians; efforts that conducted by Library Head, Credit Points Assessment Team, and Personnel Division, including those conducted by National Library of Indonesia as the leading institution that guided the functionary librarian position in Indonesia.
