ASEAN security community :: Its development and challenges

Proses pengembangan the Security Community merupakan perhatian utama institusionalisasi ASEAN sejak Deklarasi ASEAN Bali Concord II pada Oktober 2003. Pasca Perang Dingin, isu keamanan tidak hanya terbatas pada isu keamanan tradisional, namun isu keamanan non-tradisional juga telah menjadi tantangan besar bagi ASEAN. Meskipun demikian, dikarenakan ketiadaan perang antar-negara di kawasan sejak Deklarasi ASEAN di Bangkok pada tahun 1967, ASEAN kurang dianggap sebagai Security Community disebabkan kurangnya kapabilitas implementasinya dalam memecahkan isu keamanan non-tradisional. Agar ASEAN Security Community dapat lebih komprehensif, ASEAN memerlukan identitas bersama (shared identity) diantara individu dan negara anggotanya. Tesis ini menjelaskan pentingnya identitas bersama (shared identity) bagi ASEAN Security Community agar dapat lebih komprehensif dan bersatu, serta tantangan yang dihadapi oleh ASEAN dalam proses pembentukan identitas tersebut. Pentingnya identitas bersama (common identity) bagi ASEAN bagi ASEAN agar dapat mencapai the Security Community yang nyata ini dianalisa melalui perpektif konstruktivis.

Security Community building has positioned itself at the heart of ASEAN’s institutionalization since the Declaration of ASEAN Bali Concord II in October 2003. In the post-Cold War world, security issues have not just been limited to traditional security issues; non-traditional security issues have set significant challenges to ASEAN. In spite of the absence of inter-state war in the region since the Declaration of Bangkok in 1967, ASEAN has not yet been able to be seen as a Security Community because of ASEAN’s lack of capability to solve the non-traditional security issues. The ASEAN Security Community needs to be more comprehensive and ASEAN needs a shared identity among its member states and peoples. This thesis explains the necessity of shared identities for ASEAN Security Community to be more comprehensive and united, and outlines the obstacles to form the identity difficult among its member states and people. The importance of shared (common) identity to achieve a Comprehensive Security Community is discussed through the constructivist perspective
