Penelitian ini bertujuan untuk memperoleh gambaran tentang peranan surat kabar elektronik (SKE) dalam memperkuat civil society di Indonesia. Untuk itu, pertanyaan besar yang hendak dijawab penelitian ini, adalah: Bagaimanakah peran SKE Indonesia dalam memperkuat civil society selama bulan Agustus 2007? Yang menjadi objek dalam penelitian ini adalah, semua informasi publik yang berasal dari khalayak Detik.com, Okezone.com dan Kompas.com, sejak tanggal 1 hingga 31 Agustus 2007. Data dikumpulkan menggunakan metode analisis situs. Karena itu, datanya bersifat kualitatif. Data ini, kemudian, dianalisis dengan menggunakan perspektif kebudayaan: menginterpretasikan data dengan bantuan konteks yang ada pada saat informasi publik tersebut disiarkan. Menurut perspektif ini, semua informasi publik tersebut merupakan respons kultural SKE. Penelitian ini merupakan penelitian deskriptif. Karena itu, penelitian ini tidak berpretensi membuktikan hipotesis. Tetapi, sesuai dengan sifat data, kesimpulan penelitian ini dibuat menggunakan penalaran induktif. Hasil penelitian menunjukkan bahwa: (i) ketiga SKE terteliti tidak menyediakan banyak isu publik dalam rubrik yang mereka ciptakan untuk publik. Semua isu publik tersebut tidak direspons oleh publik yang lain, akibatnya tidak ada forum diskusi; (ii) ketiga SKE terteliti tidak memiliki data base tentang semua opini dan surat pembaca yang pernah mereka siarkan. Namun, ketiga SKE terteliti memfasilitasi diskusi publik dalam rubrik opini dan surat pembaca yang mereka miliki.

This research was conducted to have the complete picture of the role of the Indonesian electronic newspapers in strengthening civil society. Based on this objective, I developed the need to answer the research question: How did the role Indonesian electronic newspapers in threngthening civil society in August 2007? In this research I considered all of public information which had been reported by Detik.com, Okezone.com and Kompas.com in the month of August 2007 as the object of the research. Data was gathered by using site analysis. They become the qualitative data. These data was analized by cultural perspective: interpretated data by using the context of the public information which had been reported. According this perspective, all of the public information were the cultural response of the Indonesian electronic newspapers. This research was a descriptive research. Therefore, it did not want to prove a hypothesis. However, in accordance with the characteristic of the data, the conclusion of the research was drawing by using the inductive logic. In conclusion, the research suggested: (i) the three Indonesian electronic newspapers did not provide a lot of public information in their rubric. All of the public information were not responded by their audience proportionally. Therefore, there was no public discussion; (ii) the three Indonesian electronic newspapers did not have the data base on the opinion and the letters to the editors which had been reported. However they facilitated public discussion in the rubric of “opinion” and “the letters to the editor”.
