Pengaruh belanja modal, dana alokasi khusus dan investasi swasta terhadap pertumbuhan ekonomi :: Studi pada Kabupaten atau Kota di Provinsi Riau

Penelitian ini bertujuan untuk menguji pengaruh belanja modal, Dana Alokasi Khusus dan Investasi swasta terhadap pertumbuhan ekonomi kabupaten/kota Provinsi Riau di era otonomi daerah, dan menganalisis elastisitas Pendapatan Asli Daerah dengan pertumbuhan ekonomi daerah. Data yang digunakan dalam penelitian ini adalah data sekunder dari 11 kabupaten/kota di Provinsi Riau periode 2001-2006, yang bersumber dari Badan Promosi dan Investasi dan Badan Pusat Statistik Provinsi Riau serta website www.djkp.depkeu.go.id. Alat analisis yang digunakan adalah pendekatan regresi data panel Fixed Effect dengan tehnik GLS (Generalized Least Square) bersama-sama dengan White Heteroscedaticity Consistent Covariance dan Elastisitas. Hasil penelitian menunjukkan variabel belanja modal mempunyai pengaruh positif namun tidak elastis terhadap pertumbuhan ekonomi, variabel investasi swasta dan dana alokasi khusus hubungannya positif dan signifikan dalam mempengaruhi pertumbuhan ekonomi kabupaten/kota di Provinsi Riau. Koefisien elastisitas rata-rata sebesar 6,38 persen menunjukkan bahwa penerimaan PAD elastis terhadap pertumbuhan ekonomi daerah, namun kontribusinya masih sangat kecil yakni 5,78 persen terhadap total pengeluaran daerah.

This research aimed to examine the effect of capital expenditure, DAK (specialized- allocation funds), and private investment to economics growth of regency/city of Riau Province in the regional autonomy era and also analyzed the elasticity of real regional revenue with regional economics growth. Secondary data from 11 regency/city in the Riau province on 2001-2006 period was used in this research. Data was taken from the Promotion and Investment Board and Board of Centre Statistic (BPS) of Riau province, and also website www.djkp.depkeu.go.id. Panel data regression fixed effect with GLS technique was used to analyzed the data which is combined with White Heteroscedaticity Consistent Covariance and Elasticity. The result showed that the capital expenditure variable has a positif effect to economics growth but not elastic. Then, private investment and DAK (specialized- allocation funds) variables have a positif relationship and significant with economics growth of regency/city in Riau province. Mean of elasticity coefficient was 6.38 percent. It means that PAD revenue elastic to regional economics growth, but the contribution is still low, 5.78 percent of total regional expenditure.
