Pemekaran Kabupaten Donggala :: Studi proses politik pembentukan Kabupaten Sigi di Sulawesi Tengah

Penelitian ini dilatarbelakangi oleh proses pemekaran wilayah selatan Kabupaten Donggala yang dimekarkan dengan membentuk Kabupaten Sigi. Penelitian bertujuan untuk mengetahui proses pembentukan Kabupaten Sigi mulai dari inisiasi hingga upayaupaya yang dilakukan di tingkat pusat. Permasalahan yang diangkat adalah Mengapa muncul inisiasi pemekaran Kabupaten Donggala/ Pembentukan Kabupaten Sigi dan upaya-upaya apa saja yang dilakukan oleh FKPKS dalam memperjuangkan pembentukan Kabupaten Sigi. Jenis penelitian yang digunakan adalah penelitian kualitatif diskriptif. Unit analisa Forum Komunikasi Pembentukan Kabupaten Sigi (FKPKS) Kabupaten Donggala dan elit-elit lokal yang banyak mengetahui tentang pemekaran Kabupaten Donggala/pembentukan Kabupaten Sigi. Data diperoleh melalui observasi, wawancara dan dokumentasi. Data dianalisis dengan pendekatan kualitatif secara induktif yaitu suatu analisa yang berdasarkan data, fakta dan informasi empiris. Hasil penelitian menunjukkan: pertama, munculnya inisiasi berawal dari ketidak puasnya masyarakat terhadap pembangunan, adanya motif politik dan ekonomi para aktor pembentuk Kabupaten Sigi. Motivasi politik tampak dari adanya keinginan para elit partai untuk mengusung isu pemekaran guna menggalang dukungan politik dalam pilkada gubernur ataupun pilkada bupati Donggala. Kepentingan ekonomi tampak dari adanya indikasi para pengusaha dan pejabat yang terlibat aktif dalam Forum Komunikasi Pemekaran Kabupaten Sigi yang mengorganisasikan upaya pembentukan Kabupaten Sigi. Upaya FKPKS untuk menarik dukungan dilakukan dengan pengumpulan bukti dukungan dalam bentuk tanda tangan atas nama pribadi dan atas nama organisasi sosial, organisasi keagamaan, dan organisasi politik yang ada di 5 kecamatan tersebut. Upaya mendapatkan dukungan politik dari elit lokal maupun elit pusat dilakukan dengan cara aksi-aksi massa maupun lobi-lobi di Jakarta. Pengajuan usulan pembentukan Kabupaten Sigi akhirnya juga diusulkan oleh DPRD Kabupaten Donggala, Bupati Donggala, DPRD dan Gubernur Provinsi Sulawesi Tengah kepada Pusat melalui tiga pintu yaitu DPR-RI, DPD RI, dan Departemen Dalam Negeri. Syarat administratif berupa bukti dukungan dari Daearah Otonom setempat, syarat teknik berupa daya dukung potensi daerah pemekaran, dan syarat fisik kewilayahan telah terpenuhi. Upaya membentuk Kabupaten Sigi sampai dengan penelitian ini selesai dilakukan, sudah sampai tahap perumusan UU Pembentukan Kabupaten Sigi. Proses pembentukan Kabupaten Sigi melibatkan banyak kepentingan politik para elit di tingkat lokal maupun di tingkat nasional. Kesimpulannya, inisiasi pembentukan Kabupaten Sigi secara subyektif berangkat dari kepentingan elit partai dan elit birokrasi untuk mendapatkan jabatan politik yang lebih baik. Upaya pembentukan Kabupaten Sigi meliputi upaya-upaya politik, upaya administratif serta upaya teknik dan fisik oleh FKPKS maupun Pemerintah Kabupaten Donggala dan Provinsi Sulawesi Tengah. Proses pembentukan Kabupaten Sigi tidak luput dari permainan para elit dalam memanfaatkan proses tersebut untuk mencapai kepentingan-kepentingan politik pribadi maupun partainya.

The background of the study is the division of the Donggala district into two districts with the new district of Sigi in south Donggala. It aims at investigating the establishment process of the new district from the initiation to the efforts at central government. The problem raised is why the initiation of the division of the district into two districts is made with the new district of Sigy in south Donggala and what efforts are made by FKPKA in the struggle for the new district. It is of the kind of quantitative and descriptive one. The analysis unit of Forum Komunikasi Pembentukan Kabupaten Sigi (FKPKS) of Donggala district and local elites know much about the division of the district/the establishment of the new district of Sigi. The data is obtained through observation, interview and documentation. The data is inductively analyzed using a qualitative approach on the basis of data, facts and empirical information. The results indicate that the initiation results from the dissatisfaction of the local people of the development, the political and economic motives of the actors in the establishment of the new district of Sigi. The political motive reflects on the willingness of the party elites to raise the issue of the division of the district and to gain political support in the governor election and the regent of Donggala. The economic motive reflects on the indication of the business men and the officers who are actively involved in the Forum Komunikasi Pemekaran Kabupaten Sigi and make any efforts necessary in the establishment of the new district. The effort of the FKPKS to gain supports is made by collecting support evidence in the form of the signatures of individuals or the ones in the name of social, religious, and political organizations in 5 subdistricts. The effort to gain political support from the local elites and central elites is made by mass actions and lobbying in Jakarta. The proposal of the establishment of the new district of Sigi is finally submitted to the local assembly of Donggala district, the regent of Donggala, and the governor of Central Sulawesi through three corridors, which are Indonesian Legislative Assembly (DPR-RI), Local Representative (DPD-RI), and Internal Affairs Department. The administrative requirements of the support evidence from the autonomous region, the technical requirement in the form of the supporting resources of the prospective new district, and the physical territorial requirements have been fulfilled. The effort to establish the new district of Sigi till the study has been in completion has reached the process of the formulation of the act on the establishment of Sigi district. There are many political interests of the local and national elites involved in the establishment of the district. The conclusion is that the initiation to establish the new district of Sigi is subjectively made for the interests of the political party elites and bureaucratic elites to be in better political positions. The establishment of the new district includes the political, administrative, technical and physical efforts by the FKPKS and also the local government of Donggala district and Central Sulawesi province. The establishment process of the new district involves the game by the elites in making use of the process to pursue the interests of their political party and their own interests.
