Perancangan framework sistem informasi di Pemerintah Kota Kediri

Pemerintah saat ini dituntut menjadi bersih, efektif, efisien, transparan, partisipatif dan akuntabilitas guna mewujudkan good governance. Penerapan e- Government sangat dibutuhkan untuk menjawab dan memenuhi tuntutan tersebut. Pengembangan e-Government tentunya tidak bisa lepas dari teknologi dan sistem informasi (SI) yang keduanya tidak dapat dipisahkan. Pemerintah Kota Kediri sejak tahun 2007 telah mulai menerapkan e- Government dengan membangun infrastruktur komunikasi dan informatika, menerapkan SI yang diikuti dengan pengembangan SDM Teknologi Informasi dan Komunikasi (TIK). Akan tetapi belum terarah dan kelihatan hasilnya. Hal ini disebabkan Pemerintah Kota Kediri tidak mempunyai standar SI yang berupa panduan/framework SI yang tepat dan baik untuk diterapkan. Tesis ini mengusulkan penggunaan framework untuk mengembangkan masterplan e-Government Kota Kediri. Framework SI dirancang secara menyeluruh sesuai dengan Enterprise Architecture Planning (EAP) yang mengacu pada Framework Zachman dengan mengisi setiap sel pada sudut pandang Planner dan Designer. Framework SI ini mengakomodasi hal-hal prinsip mengenai konsep e-Government, yaitu penggunaan TIK dalam pemerintahan untuk mentransformasikan hubungan layanan pemerintah dengan masyarakat, bisnis, instansi pemerintahan lain Hasil dari perancangan framework SI dapat menjadi pedoman pengembangan SI di Pemerintah Kota Kediri, sehingga e-Government bisa diterapkan dalam mendukung pelaksanaan pemerintahan yang baik di Kota Kediri.

To implement a good governance systems, government has to implement e-Government. Such a system requires information technology as well as information systems. The local government of Kediri has started e-government since 2007 by developing communication and information infrastructures, implementing information systems, and developing human resources in related fields. Unfortunately, such effort was not developed by using a solid master plan and clear guidance so that the outcome has not yet visible. The assist the local government of Kediri, this thesis will propose a framework which comply the Enterprise Architecture Planning, which referred Zachman’s Framework. This framework requires a set of table and we have to fill out each cell based on Planner’s and Designer’s view. The framework accomodates the concept of e-Government, such as the usage of ICT in the government to transform the service provided by the government to the society, the business, and the other government institutions. The framework can be used by the local government of Kediri to support its function to achieve the expected result.
