Seiring dengan dcsentralisasi pendidikan dalam otonomi daerah, maka setiap dacrah berhak melakukan inovasi kebijakan pe11didikan U"ltuk peningkatan mutu dan akses masyarakc1t terhadap pendidikan. Scjak tahur 2006 Kabupa:cn Sinjai mcnerapkan kebijakan Pembebasan Biaya Sekolah (PBS) yang merupakan salah S?tu inovasi kebijakan pendidikan oleh Pemkab Sinjai. Dalam imple~:1entasinya terdapa! beberapa permasalahan yang mengharnbat pencnpaian tujuan program PBS. Oleh karcna itu, penelitian ini bertujuan untuk mengetahui proses implementasi PBS, bu politisasi pendidikan dan perubahan peranan orang tua oan komitc sckolah. 1 eori yang digunakan dalam penelitian ini adalah implementasi kebijakan oleh Edward Ill, politisasi oleh Janice E. Perlman dan peranan komite sekolah c..leh Depdiknas. Jenis penelitian ini adalah deskri ptif kualitatif. informasi utarna diperoleh melalui wawancara denga"l beberapa kepala sekolah SMA/sederajat, guru, komite- ,;el..olah, Kepala Dinas Pendidikan, Kabag Tata Usaha Dinas Perodidikan, dan beberapa orang tua siswa. Data juga diperoleh melalui dokumen baik dari laporan-laporan, sural kabar, majalah dan internet. Dari hasil pembahasan diketahui bahwa: Pertama, proses implementasi PBS belum berjalan dengan baik. Beberapa permasalahan yang terjadi, antara lain: keterlambatan pencairan dana PBS dan dana PBS masih minim )ka dibandingkan dengan banyaknya kebutuhan sekolah. Sosialisasi program juga belum berjalan dengan baik, meskipun demi kian, masyarakat sangat merespon positif kebijakan ini, karena sangat membantu bagi siswa yang tingkat ekonominya pas-pasan; Kedua, isu politisasi pendidikan tidak bisa lepas dari kebijakan PBS. Ada kesan Bupati menjadikan program PBS untuk meningkatkan popularitasnya di masyarakat. Ada beberapa indikasi tentang hal tersebut, yaitu kebijakan PBS hanya dipayungi SK bupati, pcnamaan kcbijakan yang ku~ang sesuai dengan isi kcbijakau dan tidak ada upaya konkrct olch bupati untuk mcngatasi kctcrlambatan pcncairan PBS; Ketiga, telah terjadi perubahan peranan orang tua maupun komit~ sekolah dalam beberapa hal setelah program PBS diterapkan. Orang tua sudah dibebaskan dari SPP kecuali sumbangan lain yang tidak mengikat, sehingga koMite bcrsama sekolah tidak lagi memungut dan mengelola SPP dari orang tua. Kondisi ini menyebabkan kedekatan emosional sekolah dengan orang tua menjadi berkurang. Komite sekolah juga semakin sulit memperoleh dane dari orang tua yang sifatnya tidak mengikat. Penelitian ini merekomendasikan kepada Pemkab Sinjai yaitu: Pertama,dalam menetapkan besarnya dana PBS harus berdasarkan kebutuhan tiap sekolah, bukan berdasarkan rata-rata besamya anggaran dari semua sekolah; Kedua, Pernkab Sinjai seharusny:1 mengubah nama kebijakan dari Program P~mbl!basan Biaya Sekolah (PBS) atau lebih populer di masyarakat dinamakan J:endidikan gratis menjadi yang Jebih spesifik, misaJnya program SPP gratis; Ketiga, jika keuangan daerah tidak mampu memenuhi anggaran yang diajukan sekolah maka sebaiknya diterapkan k.ebijakan subsidi silang, orang tua yang ekonominya menengah ke atas tetap membayar SPP sehingsa membantu pemkab dalam membiayai operasional sekolah untuk peningkatan mutu pendidikan. Along with the decentralization of education in the a~tonorny regions, each region have the ri ght to innovating education policies to improve quality and access to public education. Si nce 2006, a policy Sinjai regency Exemption School Free (PBS), which is one of the innovations in education policies by Regent Government of Sinj?.i. In the implementation, there are several problems that hinder the achievement of the objectives of the program PBS. Therefore, this research aims to understand the process of implementation of the POS, politization of education issues and changes in the role of parents and school committees. Theory used in this research is the implementation of the policy by Edward Ill, politization by Janice E. Perlman and the role of the school committee by the Ministry of Education. This type of research is descriptive and qualitative, the main information obtained through interviews with some of the senior high school equivalent, teachers, school committee, the head of the Office of Education, the I lead of Administration Office of Education, and some parents. The data also obtained through documents from the reports, newspapers, magazine:; and the Internet. The results of the discussion is known that: First, the process of implementation of the PBS has not been running well. Some problems that occur, among others: the delay in disbursement of funds PBS and PBS still minimal when compared with the many needs of the schools. Socialization programs also <..re not going well, however, the public responded very positively this policy, because it is very helpful for students that the level of economic development barely; Second, the issue politization of education cannot be separated from policy PBS. There is the impression made Regent PBS program to increase the popularity in the community. There are some indications about this, the policy PBS only legally by Regent Degree (SK), naming policies that are less in accordar1cc witt> the contents of the policy and there is no concrete efforts by the regents to delay disbursement PBS; Third, there have been changes in the role of parents and ~chool committees in some cases after the PBS program implemented. Parents are exempt frnm fees unless other donations that are not binding, so the committee with the school no louger collect and manage fees from parents. This condition causes the emotional ties with s hool parents to be reduced. The school committee also increasingly difficult to obtain funds from parents who are not binding. Research is recommended to the Regeut Government of Sinjai, namely: First, the amount of funds must be based on the PBS needs of each school, not based on the average size of the budget of all schools; Second, the Regent Government of Sinjai should change the name of the policy of Exemption Program School (PBS) or more popular in the community called free education to be more specific, for example, the program tuition free; Third, if the financial district is not able to meet the proposed school budget 5hould be applied cross-subsidy policy, parents of middle to the top of the economy sti ll pay tuition so that regent government help in fi nancing operational schools to improve education quality.
