Penulisan tesis ini mengambil judul strategi optimalisasi pengelolaan retribusi pelayanan RPH di Kabupaten Klaten. Tujuan penulisan tesis ini adalah untuk mengelahui potensi retribusi RPH Kabupafen Klaten. permasalahan di RPH berupa isu-isu stralegis yang dihadapi RPH Kabupaten Klaten soot ini dan untuk mengelahui stra tegi-strategi yang horus diterapkan dalam rangka optimalisasi pengelolaan retribusi pelayanan RPH Kabupaten Klaten sehinggo kuolitas doging yang beredar di mosyarakal bersifat ASUH dan penerimaan retribusi RPH Kabupaten Klaten meningkat sebagai solah satu basis keuangan doeroh menuju kemondirian daerah. Beberapa konsep yang dipergunokan sebagai dasar dalam upoya optimolisasi pengeloloon retribusi pelayanan RPH odaloh konsep otonomi doeroh, keuongan daerah. monojemen keuongon daeroh (pentingnyo manajemen retribusi daeroh don penyebob rendahnya penerimaon retribusi doerah). serta konsep manajemen strategi yang meliputi anolisis lingkungon strategis (lingkungan internal don lingkungan eksternol). identifikasi isu strategis (analisas SWOT don tes Ufmus). don perumusan str~tegi optimolisosi pengelolaan retribusi pelayanan RPH Kobupaten Kloten. Metode yang digunakan dolom penelilian adaloh melode deskriptif dengan menggunokan pendekoton kualitotif. Dengon melode ini penulis melokukon penelition unluk menghimpun datadolo di lopangon. baik data sekunder maupun primer melolui studi pusloko. observosi. don wawoncaro yang selonjulnya menganalisis dengan mengembongkon konsep-konsep yang Ielah disebutkan di o1as serto mendeskripsikan hosil penelition dolam benluk penulison tesis ini. Untuk menghitung polensi re1ribusi mengacu pada peroluran yang berlaku yaitu SK Bupoti Kepala Daerah Tingkal ll Klalen Nomor: 974/362/1999. Dari hasil perhi1ungan polensi penerimaan retribusi RPH Kabupalen Klalen lahun 2007 dikelahui sebesar Rp. 102.495.000.- (serotus duo juta empat rat us sembi/an puluh lima ribu rupiah}. Sedangkan target peneriman retribusi RPH Tahun 2007 yang di1etapkan sebesar Rp. 84.795.000.( de/opon puluh empat juta tujuh ra tus sembilan puluh lima ribu rupiah). atau ada sebesar 20% dari torgel penerimoon relribusi yang belum diperhilungkon. Don reolisosi penerimoon retribusi RPH Kobupoten Kloten Tohun 2005 sebesar Rp. 91.2 10.500.- (sembilon puluh satu juto duo rotus sepuluh ribu lima ratus rupiah) otou mencopoi 69.09% dori target yang ditetapkon Tohun 2005 sebesor Rp. 132.000.000,- (serotus tigo puluh juto rupiah}. sehinggo mosih dimungkinkon sekoli odonya peningkolan penerimaon retribusi RPH di Kobupoten Klaten. Berdosorkan hosil penelition diketohui terdapot 5 (limo) permosolohon berupo isu strotegis yang dihadapi dan 13 (tiga belos) strategi yang horus dite1apkan RPH Kabupaten Kloten untuk oplimolisasi pengelolaan retribusi p elayananan RPH . yaitu: I) lsu strotegis meningkotkan kuolitas pelayanan di RPH Kabupaten Kloten (memperbaiki mekonisme don prosedur pelayonon di RPH. memperbaiki kultur budoyo negative menjadi kultur budayo pelayanan yang berorientosi poda kinerja): 2) /su sfrofegis meningkatkan sarona don prosorono RPH (peningkatan status RPH. peningkatan mobilitas pelaksonoan luges di RPH . peningkotan fasilitos pendukung di RPH): 3} lsu strotegis meningkatkon kualitas dan kuantitas SDM (meningkalkan kompetensi SDM RPH. penambahan jumlah pegawai RPH) : 4) lsu strotegis menyempurnokon peroturan-peraturon daerah di bidong penge/o/oon re fribusi RPH (merevisi perafuron-peroturan daeroh di bidang pengelolaon retribusi RPH . membuat peraturan-peraturan daeroh baru. sosialisosi berbagai peroturan di bidang pengeloloan retribusi RPH): 5) lsu strategis meningkotkon jolinon kerjasomo soling menguntungkon dengon stakeholders (meningkotkon kerjosomo dengan lembaga perguruan linggi. meningkatkan kerjasama dengon perangkat daeroh terkoit. swosla. don LSM. memperkual kelembogoan Forum Linlas Pelaku). This thesis writing took the title Strategy of Optimizing the Management of Service Retribution of RPH in Klaten Regency. The purpose ofthis thesis writing was to know the potential of retribution ofRPH of Klaten Regency, the case in RPH by the shape of strategic issues which were faced by RPH of Klaten Regency currently and to know the strategies should be implemented in order to optimize the management of service retribution ofRPH ofKlaten Regency, thus.the quality of the meat which is circulated in society has the characteristic of caring and the acceptance of retribution from the retribution of RPH of Klaten Regency increase as the one of the regional financial base toward the regional self-reliance. Some concepts which arc used as the basic in order to optimize the management of service retribution of RPH are the concept of regional autonomy, regional finance, management of regional finance (the importance of management of regional retribution and the causes of the lowness of the acceptance of regional retribution), and also the concept of strategic management which comprises of the strategic environmental analysis (internal and external environments), identification of strategic issues (SWOT analysis and Litmus test), and the formulation of strategies to optimize the management of service retribution of RPH of Klaten Regency. Method used in this writing was descriptive method by using qualitative approach. By this method, the author conducted a research to collect the data from field, either secondary data or even primary data through literary study, observation, and interview which then were analyzed by developing the aforementioned concept and also to describe the result of this research in the shape of this thesis writing. To calculate the potential of retribution by referring toward the current regulations, i.e. Decision Letter of Regency Head of Second Grade Region ofKlaten Number: 974/362/1999. From the result of potential acceptance calculation of RPH retribution of Klaten Regency in 2007 it was known as much IDR 102.495.000,- (one hundred and two millions four hundreds and ninety five thousands rupiah). Meanwhile the target of acceptance of RPH retribution in 2007 which is sated as much IDR 84.795 .000,- (eighty four millions seven hundreds and ninety five thousands rupiah), or there are 20% from the target of retribution acceptance which has not been calculated yet. And the realization of the acceptance of RPH retribution of Klaten Regency in 2005 as much IDR 9 1.210.500 (eighty one millions t'..vo hundreds and ten thousands five hundreds rupiah) or reached 69.09% from the target which was stated in 2005 as much IDR 132.000.000,- (one hundred and thirty three millions rupiah), thus it is still may to be profitable once the existence of increasing of acceptance ofRPH retribution in Klaten Regency. Based on the result of this research, it was known that there were 5 {five) issues by the shape of strategic issues which are faced and 13 {thirteen) strategies which should implement RPH of Klaten Regency to optimize the management of service retribution of RPH, i.e.: I) the strategic issue to increase the quality of service in RPH of Klaten Regency (repair the mechanism and the service procedures in RPH, repair the negative culture into the performance-oriented service culture); 2) strategic issue to increase the medium and prerequisites of RPH (the increasing of RPH status, increasing of mobility of duly implementation in RPH, the increasing of supporting faciJjties in RPH); 3) strategic issue to increase the quality and quantity of human resources (to increase the competency of human resources in RPH, the increment of the total of employees in RPH); 4) strategic issue to complete the regional regulations in the field of RPH retribution management (revise the regional regulations in the field of management of RPH retnl>urion, establishing the new regional regulations, socializing of various regulations in the field of management of RPH retribution); 5) strategic issue to increase the mutual cooperation network with stakeholders (to increase the cooperation with the high educational institutions, to increase the cooperation with the related regional apparatus, private, and NGO, to increase the institutionalization of Forum Lintas Pelaku).
