Implementasi program pengembangan sistem informasi kesehatan berbasis elektronik di Rumah Sakit Umum Kota Yogyakarta

Penelitian ini bertujuan untuk mengetahui implementasi program pengembangan Sistem Informasi Kesehatan (SIK) berbasis elektronik di Rumah Sakit Umum Daerah Kota Yogyakarta. Penelitian bersifat deskriptif-analitis. Subjek penelitian adalah pihak-pihak intern di RSUD Kota Yogyakarta yang terlibat dalam implementasi program SIK berbasis elektronik, yaitu staf penginput data 22 orang, pengelola informasi kesehatan pada Urusan Rekam Medis 2 orang, Ketua Tim Pengelola SIM-RS 1 orang,dan pengguna informasi kesehatan 3 orang. Pengumpulan data dilakukan dengan metode kuesioner, wawancara, dan observasi. Data yang diperoleh dari penelitian dianalisis dengan analisis kualitatif. Hasil penelitian menunjukkan bahwa implementasi program SIK berbasis elektronik belum berhasil mencapai sasaran utama untuk menghasilkan informasi kesehatan yang berkualitas. Hal ini ditandai dengan tingkat penggunaan program aplikasi SIK yang rendah oleh penginput data maupun pengelola informasi kesehatan. Baik penginput data maupun pengelola informasi kesehatan lebih banyak mengandalkan laporan manual untuk kebutuhan pelaporan dan sumber data utama. Keadaan ini dipengaruhi oleh beberapa faktor yaitu komunikasi, sumbersumber daya, sikap perilaku, dan dukungan manajemen. Faktor komunikasi dan dukungan manajemen merupakan titik lemah tetapi besar potensinya untuk mengatasi masalah rendahnya penggunaan program aplikasi SIK tersebut.

This research aims to know the program implementation at development of electronic-based Health Information System in the Public Hospital of Yogyakarta City. This is a descriptive-analytical research conducted on several internal actors in the Public Hospital of Yogyakarta City involved on program implementation of electronic-based health information system. They are consisted of 22 staff employ on data input, 2 health information officers in the Medical Record Department, one chairman of the Managing Team of Hospital Management Information System, and three health information users. The instruments for collecting data are questioners, interviews and observations. The data obtained from the research are analyzed in a qualitative analysis. The research finding show that the program implementation of electronicbased health information system not yet succeed to achieve its main aim that is to produce quality health information. It signs lower level in use Health Information System application program by staff employ on data input and health information officers. Both prefer to use manual report as reporting mechanism or as main source of data. There are four factors that influence this situation, i.e., communication, resources, users attitude, and support of management. The communication factor and the support of leadership in the weak position but they have big potency to overcome problem of lower level in use Health Information System application program.
