Strategi peningkatan kapasitas anggota DPRD Provinsi Gorontalo

Kapasitas anggota DPRD dalam penguasaan atas pemilihan program yang mampu mengaktualisasikan kehendak rakyat yang diwakilinya, sulit diwujudkan karena minimnya kemampuan yang dimiliki. Pengetahuan anggota DPRD dalam memahami program tidak seimbang dengan kemampuan eksekutif, pada gilirannya hanya menghasilkan suatu komitmen yang kurang menguntungkan bagi rakyat itu sendiri. Penelitian ini bertujuan untuk mengetahui peran anggota DPRD dalam pembangunan daerah, kondisi' kapasitas dan strategi peningkatannya. Fenomena kapasitas anggota DPRD bersfifat deskriptif sehingga metode yang digunakan adalah deskriptif kualitatif dengan sasaran penelitian adalah individu dan kelompok yang dapat memberikan informasi tentang permasalahan penelitian, baik pejabat, tokoh masyarakat, masyarakat umum, dan organisasi sosial kemasyarakatan. Hasil penelitian menyimpukan bahwa peran anggota DPRD dalam pembangunan daerah yang dinilai dari kemampuannya merumuskan pola pembangunan daerah dan membuat standar penilaian hasil pembangunan belum optimal. Kapasitas anggota DPRD dalam menjalankan fungsi legislasi, anggaran, dan pengawasan, juga dinilai belum optimal. Berdasarkan hasil analisis tersebut, rata-rata kapasitas anggota DPRD dalam menjalan fungsi legislasi, anggaran dan fungsi pengawasan, masih dalam kategori sedang. Strategi peningkatan kapasitas anggota DPRD yang dilaksanakan melalui pendidikan, pelatihan, workshop, konsultasi clan studi banding, belum mampu meningkatkan kualitas anggota DPRD dalam menjalankan fungsinya. Tingkat pendidikan sebagian besar anggota DPRD adalah sarjana (81,82) sepertinya kurang berpengaruh secara signifikan terhadap kemampuan anggota DPRD dalam menj alankan fungsinya. Disarankan dalam jangka panjang perlu dilakukan persiapan oalon anggota DPRD yang lebih berkualitas dengan mansyaratkan 3 (tiga) indikator yaitu tingkat pendidikan minimal sarjana (Sl), mempunyai kemampuan intelektual, dan kecakapan mental. Dalam jangka pendek, perlu mengikutkan setiap anggota DPRD dalam kegiatan pendidikan non formal dan informal, seperti pemagangan, kursus-kursus, pelatihan keterampilan tehnis, workshop secara berkesinambungan. Untuk menambah pengalaman dan kematangan diri, setiap anggota DPRD perlu mengikuti kegiatan- kegiatan seminar, forum konsultatif, dan diskusi publik secara terprogram. Perlu political-will Pemerintah baik pusat maupun daerah untuk memprogramkan dalam APBN dan APBD, pembinaan anggota (kader) partai guna meminimalisir biaya politik yang cukup tinggi ditanggung oleh setiap calon anggota.

Capacity of members of the People Representative Board at the local level (DPRD) in selecting programs with high possibility of actualizing the aspiration of local people they represented is difficult to manifest because the minimum of the capacity. The knowledge level of the legislative members in understanding the programs is incomparable with the executive one, which in turn results in their relatively less commitment for the local people’s interest. This study is to find out roles of the legislative members in implementing local development programs, the condition of their existing capacities, and the strategy of improving them. It uses a descriptive qualitative method and the objectives are individuals and groups that can provide information concerning the problems of study, such as officers, social figures, communities, and social organizations. Result of the study shows that the roles of the legislative members in the local development, which are assessed in view of the capacity of formulating the patterns of local development and making the standards of evaluating the outcome of the local development, are still not optimal. The capacities of the legislative members in performing their legislative, budgetary, and controlling functions are also not optimal. Based on the result of study, it can be concluded that the average capacities of the legislative members in performing the main fimctions are still in a moderate category. The strategies of improving their capacities as the legislative members, which were carried out by holding several activities such as education, training, workshop, consultation, and comparative study, are not able to improve the quality of the legislative members in performing their functions. The level of education among the most legislative members that is largely at a graduate degree makes the capacity of performing their functions no significant improvement. Therefore, it is recommended that the capacities of the legislative members should be improved through implementing strategies such as holding education and training activities with close relevance to their tasks and functions intensively. It is required also to strengthen the responsiveness and initiating ability, as well as to optimize their performance of legislative tasks and functions in government and development contexts. A wider space is highly required to provide for community in articulating public recommendation and criticisms against all the activities done by the legislative members. Political parties need also to make good preparations for their respective excellent cadres in the system of recruiting the candidates of members into the legislative institution, candidates of which are not only capable in view of the high level of knowledge, but also with moral quality, unblemished, and acceptable for local communities. Expert staffs are also required to provide as assistances in the local legislative institution in terms of conducting certain studies in arranging comprehensive academic drafts as well as making the preparations, discussions, and completions of the drafts into a final stage.
