Analisis komitmen organisasi dan motivasi dalam meningkatkan kinerja pegawai Sekretariat Dewan Perwakilan Rakyat Daerah Kabupaten Pohuwato

Dalam kondisi tersebut, Sekretariat DPRD Kabupaten Pohuwato harus selalu meningkatkan kinerjanya. Pimpinan Sekretariat DPRD Kabupaten Pohuwato harus tahu hal-hal apa saja yang dianggap penting dalam menghasilkan kinerja (performance) sebaik mungkin sehingga dapat memuaskan masyarakat. Agar upaya perbaikan kualitas pelayanan berjalan efektif, maka Sekretariat DPRD Kabupaten Pohuwato perlu memiliki informasi yang cukup tentang faktorfator yang mempengaruhi kinerja pegawai. Menurut Camilleri kinerja (job performance) sangat dipengaruhi oleh motivasi dan komitmen organisasi dari para pegawainya (Camilleri, 2006). Untuk menciptakan kinerja yang diharapkan perlu pembinaan komitmen organisasi dan motivasi pegawainya. Tujuan dari penelitian ini adalah: menganalisis kinerja Pegawai Sekretariat DPRD Kabupaten Pohuwato, menganalisis komitmen pegawai terhadap Sekretariat DPRD Kabupaten Pohuwato dan menganalisis motivasi Pegawai Sekretariat DPRD Kabupaten Pohuwato. Jenis penelitian dalam penelitian ini adalah metode deskriptif kualitatif dan kuantitatif. Unit analisa dalam penelitian ini adalah pegawai pada kantor Sekretariat DPRD Kabupaten Pohuwato, Ketua DPRD Kabupaten Pohuwato dan Sekretaris Daerah Kabupaten Pohuwato. Dari penelitian diperoleh hasil sebagai berikut: Kinerja Pegawai Sekretariat DPRD Kabupaten Pohuwato dalam kategori tinggi hal ini bisa dilihat dari kuantitas kerja, kualitas kerja, kemampuan kerjasama, profesionalisme kerja dan efisensi kerja pegawai sekretariat DPRD Kabupaten Pohuwato tinggi yang semuanya menunjukkan angka yang tinggi. Faktor-faktor yang mempengaruhi kinerja pegawai sekretariat DPRD Kabupaten Pohuwato antara lain: komitmen organisasi dan motivasi. Komitmen organisasi pegawai sekretariat DPRD Kabupaten Pohuwato dalam kategori tinggi hal ini bisa dilihat dari: komitmen afektif, komitmen kontinyu dan komitmen normative pegawai Sekretariat DPRD Kabupaten Pohuwato semua menunjukkan angka yang tinggi.Motivasi pegawai sekretariat DPRD Kabupaten Pohuwato dalam kategori tinggi hal ini bisa dilihat dari: kebutuhan berprestasi, kebutuhan kekuasaan dan kebutuhan pertemanan pegawai Sekretariat DPRD Kabupaten Pohuwato menunjukkan angka yang tinggi. Dalam rangka peningkatan kinerja perlu adanya pendampingan dan pengarahan secara simultan oleh pimpinan Sekretariat Dewan pada tiap tingkatan struktur. Hal tersebut dapat dilakukan mulai dari proses perencanaan, penganggaran, pelaksanaan program dan kegiatan serta pertanggung jawabannya. Pada setiap bagian, sekretaris dewan melalui kepala-kepala bagian memberikan pengarahan tentang urgensi kegiatan, manfaat dan out putnya, sehingga seluruh staf dapat memahami tentang program dan kegiatan tersebut. Komitmen organisasi pegawai sekretariat DPRD Kabupaten Pohuwato sudah baik sehingga harus dipertahankan dan terus ditingkatkan antara lain melalui pemberian peghargaan kepada setiap pegawai yang memiliki prestasi serta banyak memberikan kesempatan bagi para pegawai untuk mengikuti pendidikan dan pelatihan. Motivasi pegawai pegawai sekretariat DPRD Kabupaten Pohuwato sudah baik sehingga harus dipertahankan dan terus ditingkatkan antara lain melalui peningkatan fasilitas kerja dan kesejahteraan pegawai. Ketersediaan fasilitas memadai dimaksudkan untuk lebih menggairahkan semangat kerja pegawai sehingga tetap fokus dan meningkatkan profesionalitasnya di bidang masing-masing.
The air of reformation and the raise of new paradigm about public service make citizen today become more critical on the quality of the public service. In such condition, the secretariat of people representative of Pohuwato district should improve their performance. The head of the secretariat of the people of the representative of Pohuwato district should know what are the important things in achieving the best the performance to satisfy its citizens. To make the improvement more effective, the secretariat of people representative of Pohuwato district needs to have enough information of the affecting factors of the workers’ performance. According to Camilleri, Job performance is closely affected by the motivation and organization’s commitment of the it’s employees (Camilleri, 2006). To make the intended job performance, the guidance of the organization commitment and employees motivation are needed. The objective of this research are: to analyze the job performance of the secretariat of people representative of Pohuwato district, to analyze the employees commitment toward the secretariat of people representative of Pohuwato district, the head of the secretariat of people representative of Pohuwato district and the district secretary of the secretariat of people representative of Pohuwato district. This research is a descriptive qualitative research. The analysis unit of this research are the employees of the secretariat of people representative of Pohuwato district, the head of the secretariat of people representative of Pohuwato district, and the district secretary of the secretariat of people representative of Pohuwato district. The results of the analysis are: The job performance of the employees of the secretariat of people representative of Pohuwato district is in high state. It can be seen from the working quantity working quality, cooperation ability, working professionalism and the working efficiency of the employees are in the high state. Factors that influence the job performance of the employees of the secretariat of people representative of Pohuwato district are: commitment of the organization and motivations. The organization commitment of the employees of the secretariat of people representative of Pohuwato district are high, it can be seen from: affective commitment, continuous commitment and normative commitment of the secretariat of people representative of Pohuwato district are showing high score. Motivation of the employees of the secretariat of people representative of Pohuwato district also in high category. It can be seen from: achievement needs, power needs and relationship needs among the employees of the secretariat of people representative of Pohuwato district are showing high score. In order to improve the job performance, guidance and mentoring by the board of the representative secretariat on each structure level are needed. Those can be done starting from the planning processes, budgeting, program conduction, and the activity and its responsibility. On each section, the secretary of the representative through the head section gives guidance about the urgent of the activity, value and the output, so that all staff understand the program and the activity. The organization commitment of the employees of the secretariat of viii people representative of Pohuwato district is already good and should be maintained and improved through reward to each employee that has good performance and giving chance for the employees to follow training andeducation. Motivation of the employees of the secretariat of people representative of Pohuwato district I already good so that it should be maintained and improved through the improvement of the working facility and employees’ welfare. The existence of the proper facility is intended to raise the employees’ working spirit to stay focus and improve their professionalism.
