Analisis depresiasi aset infrastruktur jalan menggunakan metode Bina Marga untuk penetapan nilai wajar :: Studi pada Kabupaten Mimika tahun 2008

Penelitian ini bertujuan untuk menganalisis depresiaisi aset infrastruktur jalan. Alat analisis yang digunakan adalah metode Bina Marga untuk menghitung kerusakan jalan atau depresiasi aset dan metode Depreciated Replacement Cost (DRC).untuk menghitung nilai wajar. Metode pengambilan sample menggunakan purposive sampling, ditetapkan 4(empat) ruas jalan kabupaten di kabupaten Mimika yaitu jalan Jenderal Achmad yani ; jalan C. Heatubun ; jalan SP2 – SP5 dan jalan Kamundan Raya – logpon. Pemilihan objek penelitian dianggap mewakili, karena memiliki karakteristik yang berbeda dari panjang jalan, jenis perkerasan jalan maupun kelengkapan jalan. Dimana jalan yang diteliti adalah 7,1 persen atau 32,2 Km dari total panjang jalan 449,90 Km. Nilai indikasi tingkat kerusakan ke 4(empat) ruas jalan sebagai berikut : jalan Jenderal Achmad Yani = 3: jalan C. Heatubun = 13 ; jalan SP2 – SP5 = 24 dan Kamundan Raya – Logpon = 23. Kesimpulannya dengan indikasi nilai kerusakan diatas, maka ruas jalan SP2 – SP 5 dan Kamundan Raya – Logpon, tingkat kerusakan jalannya cukup tinggi karena masuk dalam kategori rusak berat ini mengindikasikan belum optimal pelaksanaan program strategis pemeliharaan terkait Asset Management Plan. Nilai wajar ke 4 (empat) ruas jalan sebagai berikut : DRC jalan Jenderal Achmad yani Rp4.790.648.000 dengan depresiasi 10,23 persen: DRC jalan C. Heatubun Rp6.560.882.770 dengan depresiasi 15,92 persen; DRC jalan Rp3.936.115.125 dengan depresiasi 71,75 persen dan Kamundan Raya – Logpon Rp4.087.364.400 dengan depresiasi 60 persen.

The objective of this research is to analyze the depreciation of the asset on the road infrastructure. There are two tools used at this research. They are Bina Marga method for analyzing the road damage or asset depreciation and Depreciated Replacement Cost (DCR) for analyzing the fair value. The method for taking the sampling is using purposive sampling and there are four samples: Jenderal Achmad Yani Street, C. Heatubun Street, SP2 –SP5 Street, and Kamundan Raya – Logpon Street. The four streets are chosen as the samples of the research because they are assumed representing the deferent characteristics in distance, the kinds of pavement, and the road’s complement. The distance of the four roads is 7,1 percent or 32,2 Km from the total distance of the local road in Timika. The indication value of the damage level the four roads are: Achmad Yani Street = 3, C. Heatubun Street = 13, SP2 – SP5 Street = 24, and Kamundan Raya – Logpon Street = 23. From the damage level above could be conclude that the SP2 – SP5 Street and Kamundan Raya are in the category of the high damage level. It indicates that the running and the management of the strategic program of the road maintenance related to the asset management Plan has not been optimal. The fair value of the Depreciated Replacement Cost (DCR) of the four roads are: Achmad Yani Street is Rp4.790.648.000 with 10,23 percent as the depreciation value; C. Heatubun street is Rp6.580.882.770 with 15,92 percent as the depreciation value, SP2-SP5 Street is Rp3.936.115.125 with 71,75 percent as the depreciation value and Kamundan Raya – Logpon Street is Rp4.087.364.400 with 60 percent as the depreciation value.
