Determinan penyusutan luas lahan sawah di Kabupaten Sleman periode 1976-2006

Keterbatasan sumber daya alam sebagai modal dasar pembangunan baik dalam jumlah maupun kualitas harus mendapat perhatian khusus. Relatif tingginya laju alih fungsi lahan sawah menjadi penggunaan non pertanian di Kabupaten Sleman seluas 167 ha per tahun, diperkirakan akan semakin besar pada tahun-tahun mendatang. Apabila tidak segera dilakukan tindakan pengamanan dan pengendalian akan menimbulkan dampak negatif pada berbagai aspek (lingkungan, sosial dan ekonomi), karena itu masalah penggunaan lahan merupakan masalah yang serius. Dampak negatif tersebut dapat diatasi dengan mengetahui determinan yang mempunyai pengaruh besar terhadap terjadinya penyusutan luas lahan sawah. Penelitian ini bertujuan untuk mengetahui determinan penyusutan luas lahan sawah serta mengetahui efektivitas kebijakan pembentukan Badan Pengendalian Pertanahan Daerah (BPPD) dalam mengatasi penyusutan luas lahan sawah di Kabupaten Sleman periode 1976-2006. Metode yang dipergunakan untuk mencapai tujuan penelitian adalah Ordinary Least Square (OLS). Dari hasil analisis diketahui bahwa determinan penyusutan luas lahan sawah di Kabupaten Sleman periode 1976-2006 adalah bertambahnya luas lahan pekarangan, bertambahnya jumlah penduduk. Pemberlakuan RUTRD berpengaruh pada penyusutan luas lahan sawah di Kabupaten Sleman.

The scarcity of natural resources as authorized capital of development whether in quantity or quality need to be concerned specially. The rate of displace in the use of landfarm from agricultural to non-agricultural purpose that relatively high in Sleman Regency, it is assumed 167 ha per year, predicted ti be grown faster next years. If there isn’t any actions to secure or control, some negative effects in some aspects (environmental, social and economy) will be happened, because land use is a serious problmen nowdays. To minimize these potential negative effects, we can find the solutions by knowing the determinants that having great affect to the decreaed landfarm. This research is aimed to know what are the determinants decreased landfarm and to know how effective is the role of the Regional Council of Land Controlling (BPPD: Badan pengendalian Pertanahan Daerah) of Sleman Regency, in overcome the decreased landfarm problem in the Sleman Regency in the period of 1976-2006. Methods used in achieving the research aims is the Ordinary Least Square (OLS). The results showed that determinants of decreased landfarm in Sleman Regency in the periode of 1976-2006 are: the wide of lawn farm mounting, the growth of population. The regulation of RUTRD is impact positively the decreased landfarm of Sleman Regency.
