Analisis dana alokasi umum dan pendapatan asli daerah dalam anggaran pendapatan belanja daerah di Provinsi Gorontalo, 2002-2006

Penelitian ini bertujuan untuk mendapatkan gambaran tentang pengelola keuangan daerah dalam Anggaran Pendapatan dan Belanja Daerah (APBD). Di mana komponen yang menunjang APBD adalah Pendapatan Asli Daerah (PAD) dan Bantuan Dana Pemerintah Pusat yang dikenal dengan Dana Alokasi Umum (DAU). Di mana ingin melihat tingkat perkembangan penerima PAD dan DAU dalam menunjang APBD Provinsi Gorontalo. Berbagai masalah yang telah ditemukan antara lain bahwa ketergantungan pemerintah provinsi dalam Alokasi Dana Bantuan Pemerintaah Pusat masih relatif besar, di lain pihak Pendapatan Asli Daerah belum mampu membiayai APBD setiap tahun yang tercermin dalam Alokasi Anggaran yang setiap tahun meningkat. Berdasarkan hasil analisis ditemukan bahwa terdapat kenaikan/perkembangan PAD dari tahun-ketahun secara signifikan dapat menunjang APBD; kenaikan PAD belum dapat membiayai APBD; kemampuan Pemerintah untuk penyelenggaraan Otonomi Daerah masih rendah, hal ini ditandai dengan masih tingginya besaran Anggaran Bantuan Pemerintah Pusat melalui Dana Alokasi Umum; selain itu pula berdasarkan identifikasi sumber-sumber PAD menyatakan bahwa tingkat efisiensi dan efektivitas penerima PAD sudah relatif sangat baik dari 4,1% naik menjadi 13,68%. Demikian pula tingkat elastisitas penerima PAD terhadap PDRB secara rata-rata dapat dikatakan elastisitas dengan nilai rata-rata terhadap PAD sebesar 5,32%. Berdasarkan hasil-hasil analisis tersebut, maka dapat disimpulkan bahwa : struktur dan peran alokasi dana umum dari pemerintah Pusat masih perlu diperbaiki terutama dalam rangka meningkatkan penerimaan PAD dan menggali potensi-potensi sumber PAD. Berdasarkan kesimpulan, maka disarankan kepada Pemerintah Provinsi lebih meningkatkan motivasi dalam menciptakan iklim investasi yang kondusif bagi daerah dalam rangka peningkatan PAD.

This study aims at finding out of pictureof local financial management of local Budget (APBD), in which the supporting component of the Local Budget is the Local Income (PAD) and the finansial Aid From Central Government called as the Public Allocation Fund (DAU). Specifically, it is to find out the growth level of revenue obtained from the Local Income and the Public Allocation Fund in Supporting the Local Budget of Gorontalo Province. Various problems are found. The dependence of provincial government on the Public Allocation Fund From Central Government is still relatively high (89,19%) at one hand, while at the other hand teh Local Income (2,83%) is stil not able to finance annual Local Budget that is reflected in the annually increased Budget Location. Based on the result of analysis, it can be known that the Local Income increased annualy from year to year (19,24%) in supportingthe Local Budget, but the increase si still not able to finance the Local Budget, so that the capacity of Local Government to implemet the Local Autonomy is still low. It can be seen from the fact that the growth of budget allocation from the Financial Aid From Central Government is relatively high (146,13%). In addition, based on identification of the sources of Local Budget, it can be found that the level of efficiency in the revenue of Local Budget, has relatively increased, i.e 13,68 %, while the effectiveness 108,58%, in average. Likewise, the level of elasticity in revenue of Local Budget compared with the Gross Regional Domestic Product (PDRB) can be said relatively elastic with an averagevalue of 5, 32% and the level of elasticity in tax revenue in the Local Budget is 6,4%, while that in retribution revenue 4,56%. Based on the result of analysis, it can be concluded that the structure and role of the Public Allocation Fund From Central Government is still necessary to improve, especially in terms of increasing the revenue of Local Budget and of exploring the potentials of Local Revenue resources. Bsed on the conclusion, it can be recommended to the Provincial Government that it should more increase the motivationof making an investment climate for region to increase the Local Income.
