Efektivitas pelaksanaan program peningkatan sarana perumahan bagi keluarga miskin (PSPBKM) oleh organisasi masyarakat setempat (OMS) :: Kasus Kabupaten Penajam Paser Utara Kalimantan Timur

Dalam upaya pemenuhan kebutuhan rumah yang semakin tinggi, Pemerintah Daerah dituntut untuk menemukan cara penyediaan perumahan bagi masyarakat miskin keadaan menunjukkan bahwa masih banyak rumah mereka yang tidak memenuhi persyaratan, baik secara teknis maupun kesehatan, sementara harga rumah yang disediakan oleh swasta susah dijangkau. Salah satu upaya pemerintah adalah melalui Program Peningkatan Sarana Perumahan Bagi Keluarga Miskin (PSPBKM) yang dilaksanakan secara langsung oleh Organisasi Masyarakat Setempat (OMS) Penelitian ini bertujuan untuk mengkaji pelaksanaan program tersebut di Kabupaten Penajam Paser Utara terutama terkait dengan efektivitas peran OMS yang merupakan barometer dari keberhasilan pendekatan pembangunan perumahan berbasis kemampuan masyarakat. Peneliti juga mengkaji faktor-faktor yang mempengaruhi efektivitas pelaksanaan program oleh OMS. Metode penelitian yang digunakan adalah deskritptif kualitatif dengan pendekatan deduktif. Hasil penelitian menunjukkan bahwa faktor komunikasi, sumberdaya, komitmen, koordinasi dan modal sosial berpengaruh terhadap efektivitas pelaksanaan kegiatan tersebut. Komunikasi yang dilakukan secara berjenjang sangat mempengaruhi pemahaman anggota OMS dan masyarakat. Dilihat dari outputnya, pengerahan sumberdaya, komitmen yang kuat dari pelaksana, dan koordinasi yang baik serta kepercayaan antara pelaksana dan masyarakat memberikan kontribusi terhadap efektifnya pelaksanaan kegiatan pada program PSPBKM ini. Faktor lain yang juga mempengaruhi efektivitas pelaksanaan oleh OMS ini adalah faktor lokasi, dimana lokasi yang relatif datar sangat mendukung sementara lokasi yang kemiringannya relatif tinggi dan jauh dari jalan sangat mengurangi efektivitas pelaksanaan. Efektifnya pelaksanaan program PSPBKM oleh OMS ini menunjukkan bahwa OMS mampu berperan serta dalam pembangunan perumahan yang berbasis pada kemampuan masyarakat. Agar lebih maksimal maka diperlukan kepercayaan masyarakat atas kemampuan OMS dalam mengelola dan melaksanakan pekerjaan.

In an effort to fulfill the increasing housing needs, the Local Government is required to find ways to provide housing especially for the poor. The situation now is that their housing do not meet minimum requirements in regard to health and technical criteria. Whereas, houses prices built by private constructors are not affordable. Based on this situation, a program called Program Peningkatan Sarana Perumahan Bagi Keluarga Miskin (PSPBKM, The Program of Housing Infrastructure Improvement for the Poor Families) is introduced and directly managed by Organisasi Masyarakat Setempat (OMS, Local Community Organizations). The objective of the research is to identify the effectiveness of PSPBKM implementation by OMS in Penajam Paser Utara district, especially related to OMS’s role as a barometer for the success of community capacity-based housing development approach. The research also aims to examine factors affecting the effectiveness of the program by OMS. The research method used was descriptive qualitative with a deductive approach. The research indicates that communication, resources, commitment, coordination and social capital wefactor which have impact on the effectiveness of the program implementation. The gradually-conducted effective communication really influences the OMS and community’s understanding. The research also shows that from the outputs side, the use of resources, strong commitment from the executers and good coordination as well as trust between the community and executers contribut to the effectiveness of the program implementation in this PSPBKM program. Another factor affecting the effectives of the program is a location factor. The relatively flat location really supports the program implementation. On the contrary, the location with a relatively high steep level and located far from the street decreases the effectiveness of the program implementation. The effectiveness of PSPBKM program by OMS indicates that the community in OMS can play a significant role in the community capacity-based housing development. Based on the research, well-organized community’s participation since very beginning such as OMS has been proved to perform the work well. To achieve more optimal results, the community should put their trust to OMS’s abilities to manage and execute the program with a hope that the community will not raise any objection to the programs.
