The Effectiveness of the clean water supply program through community participation :: Case study clean water tank operation and maintenance in Prabumulih city-Indonesia

Sejak tahun 2002 telah membangun sarana dan prasarana air bersih sebagai tindak lanjut program kompensasi subsidi bahan baker minyak (PKSBBM) untuk masyarakat. Pemerintah Kota Prabumulih menggunakan program PKS-BBM untuk meningkatkan distribusi air bersih kepada masyarakt dengan menggunakan Tanki air bersih. Telah dilaporkan bahwa hanya 2/3 dari tanki air bersih digunakan dengan baik oleh masyarakat. Penelitian ini bertujuan untuk mengetahui mengapa masyarakat menggunakan dan memelihara tangki air mereka dan yang lain tidak. Penelitian ini mengkaji pihak-pihak yang terlibat dalam penggunaan dan pemeliharaan tangki air dan mencari aspek-aspek yang mempengaruhi masyarakat untuk secara optimal memanfaatkan tangki air di lingkungan mereka. Penelitian ini juga memberikan beberapa saran yang mungkin berguna bagi proyek yang sejenis di Indonesia. Penelitian ini menggunakan pendekatan eksplorasi dan eksplanasi mengapa masyarakat sebagai sasaran program berkeinginan mengoperasikan dan memelihara tangki air dengan baik. Strategi penelitian yang digunakan adalah Single-embedded case study dan teknik kualitatif digunakan untuk mengumpulkan data. Penelitian ini memberikan 3 hasil utama,. Pertama, masyarakt sebagai penerima program berpendapat bahwa tangki air yang diberikan dan dibangun oleh pemerintah adalah sederhana dan masyarakat mudah menggunakan dan memeliharanya. Kedua, kebersatuan dalam masyarakat merupakan faktor utama yang mendorong masyarakat memelihara tangki air. Yang terakhir, peran dari pemerintah daerah untuk pengelolaan air bersih seharusnya tidak terbatas hanya pada pengadaan sarana dan prasarana air bersih saja..

The objective of this study is to investigate why certain communities operate and maintain their water tank properly and others do not. In the process, this research explores who are the stakeholders involved in the tank O & M and what aspects influence the communities to give optimal attention for the tank in their neighbourhood. Finally, this study has formulated some recommendations for the local government of Prabumulih city with regard to the implementation of similar schemes. It is hoped that the recommendation may have some wider relevance for similar projects elsewhere in Indonesia. This research uses exploratory and explanatory approach to investigate why communities, as target group of water supply projects, operate and maintain their water tank and others do not. Single-embedded case study has been used in this research as the research strategy. Qualitative technique is used in the conduct of the evaluation with the intent to determine project impact. Primary data has been collected through a fieldwork for around 45 days from July 14th, 2007 to August 31st, 2007 in Prabumulih city. Due to imbalanced data between respondents from well-functioning tank and from not-functioning tank, supplementary data have been collected from August 11th to 16th 2008 through an assistant in the field. Study findings show three main results. Firstly, project beneficiaries argue that the tank is technically simple. There is also no assistance from local government and water agency in term of O & M after tank construction. However technical issues generally do not seem to be the cause of a non-functioning tank. Secondly, Social cohesion is one of the key factors that enable the community to run the project outcome through community based management. Lack of social cohesion was found to be the main cause of the non-functioning of a tank. Finally, the role of local government institution for water management should not be limited to technical issues only. For the ultimate success of the scheme it should work directly with the community in mobilizing participation and contribution.
