The Dynamic of planning process in local governmnet institutions :: A Case study the use of city's spatial plan as reference in formulating development plan of local government institutions of Pontianak City

The objective of this research is to investigate up to which extent that Local Government institution in Pontianak city are using the city’s spatial plan in formulation of the development plan as a part of integration process among those two different of plans. Therefore, the findings of this research are expected to give a better understanding of process of integrated planning in local government institutions and the factors that influence the success of that planning process. The observation unit of this research is a planning unit in four local government institutions of Pontianak city cover: Regional Development Planning Board, City’s Spatial Arrangement Agency, Public Works Agency, Food and Agriculture Agency. Primary data was collected by an in-depth interview with an openended question to 30 key respondents and questionnaires survey to 60 respondents who were selected based on purposive sampling. Secondary data collected from each institution, internet website of central government, and other related sources in order to complete information needed. The data obtained are analyzed in both quantitative and qualitative analysis in framework of descriptive method. The results show that the actors involved in planning process of development plan have a good understanding toward procedure, process and substance of RTRW and tend to implement plan actively. The more they understand process, procedure of planning and substance of RTRW, the stronger their commitment to implement RTRW in planning process. In term of attitude, they achieve that it is important to use RTRW as reference in planning process of development plan of institutions. The actor’s effort regarding implementation of RTRW depends on role and authority given to actors and role of leader in planning process. In general, function and duties of each institution in development influence the level of implementation of the plan. The more their institution relates to spatial sector, the more their effort to implement RTRW. Some cases of development projects show that RTRW success on guiding decision making in development in term of locations, timing, substance and responsibility while some cases prove that RTRW failed in guiding development. Commitment of leader, political will and political interest are factors that have a big influence to the success in implementation of the plan. Leadership, doctrine, resources and internal structure are play a critical role in different way to lead success of using RTRW in process of making development plan of institutions depend of working environment and role of each actor involved.
