Study on implementation of industrial cluster policy in Japan Lessons from Ota Ward

The regional government of Central Java Province of Indonesia has implemented cluster policy in 2003. This policy was belonged national policy, and mentioned to improve the economics of Central Java Province, and to encourage small medium enterprises in Central Java. In progress, this implementation of clusters has not worked properly yet. In order to take lesson learn, this paper study about the implementation of industrial cluster in Ota Ward – Japan. As SMEs manufacture concentrated area, Ota Ward has succeeded to keep the sustainability and to develop small firms. Moreover Ota Ward SMEs manufacture products have been recognized internationally as high quality products. From discussion, it can be conclude that there are three factors that take roles to form and influence the development of firms in Ota Ward. There are accessibility in term infrastructure and transportation, flexible network which supported by Ota Ward local government (PIO), and market demand oriented in technology innovation
