Studi implementasi pengelolaan sumber daya air Daerah Irigasi Kapilaler di Kabupaten Klaten merupakan salah satu upaya untuk melihat sampai seberapa jauh proses pelaksanaan keputusan-keputusan kebijakan yang biasanya dalam bentuk undang-undang, peraturanperaturan, dan keputusan-keputusan itu ditindaklanjuti oleh Pemerintah Daerah. Penelitian ini bertujuan untuk mengetahui implementasi pengelolaan sumber daya air serta untuk mengetahui pihak-pihak yang mempengaruhi implementasi pengelolaan sumber daya air Daerah Irigasi Kapilaler di Kabupaten Klaten. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten Klaten belum sepenuhnya melaksanakan ketentuan-ketentuan sebagaimana yang diamanatkan dalam UU No. 7 Tahun 2004 tentang Sumber Daya Air; PP No. 20 Tahun 2006 tentang Irigasi; Keputusan Menteri Pemukiman dan Prasarana Wilayah No. 529/KPTS/M/2001 tentang Pedoman Penyerahan Kewenangan Pengelolaan Irigasi kepada Perkumpulan Petani Pemakai Air (P3A) dan KEPMENDAGRI No. 50 Tahun 2001 tentang Pedoman Pemberdayaan P3A yaitu dapat dilihat pada: (1) Peraturan Daerah Kabupaten Klaten tentang Pengelolaan Irigasi sudah tidak sesuai dengan tuntutan perkembangan keadaan, dan perubahan dalam kehidupan masyarakat sehingga perlu diganti dengan peraturan daerah yang baru; (2) Pengaturan penyerahan kewenangan pengelolaan irigasi kepada P3A dikembalikan lagi ke instansi teknis yang menangani, P3A masih belum mampu dalam hal sumber daya manusia maupun finansial; (3) Ditinjau dari Pemerintah/Instansi terkait dari aspek sumber daya manusia belum mencukupi/masih terbatas. Hal ini dapat di lihat pada kemampuan teknis petugas dari segi pendidikan dan pengalaman kerja serta wawasan maupun pendidikan yang dimiliki, kondisi masih di bawah standar, dari aspek hubungan antara organisasi/lembaga pelaksana belum berjalan dengan baik. Hal tersebut dapat dilihat dalam pembagian tugas wewenang dan tanggung jawab antar pemangku kepentingan. Hal ini diakibatkan karena kurangnya koordinasi antar instansi terkait sehingga terjadi tumpang-tindih kegiatan dalam pengelolaan irigasi; (4) Swasta/industri peranannya sekarang sudah cukup baik. Hal tersebut dapat dilihat dalam indikator koordinasi pemakaian/pembagian air antara pihak perusahaan dengan petani pemakai air Daerah Irigasi Kapilaler di Kabupaten Klaten, wujud bantuan dan Tanggung Jawab Sosial Perusahaan (Corporate Social Responsibility/CSR) di bidang irigasi dan bukti wujud koordinasi dalam membangun visi pengelolaan sumber daya air menuju sistem pertanian efektif di Kabupaten Klaten; (5) Masyarakat/NGO peranannya sudah berjalan dengan baik. Hal tersebut dapat dilihat dalam koordinasi pemakaian/pembagian air yang sudah berjalan dengan baik, serta adanya pembentukan komisi irigasi, P3A, pertemuan rutin petani yang tergabung dalam P3A, serta pembentukan forum koordinasi pengguna air Daerah Irigasi Kapilaler di Kabupaten Klaten. Untuk meningkatkan keberhasilan implementasi pengelolaan sumber daya air Daerah Irigasi Kapilaler di Kabupaten Klaten: (1) Perlu segera disusun Peraturan Daerah baru Kabupaten Klaten tentang Pengelolaan Irigasi; (2) Perlu dilakukan penambahan personil dan peningkatan pengetahuan di lingkup instansi terkait melalui pendidikan formal ataupun non formal; (3) Perlu adanya koordinasi rutin antar instansi terkait; dan (4) Perlu segera dibuat manajemen pengelolaan sumber daya air Daerah Irigasi Kapilaler di Kabupaten Klaten; (5) Dalam pengelolaan sumber daya air, seharusnya daerah tidak hanya melihat air sebagai komoditi ekonomi saja, tetapi harus juga menempatkan air sebagai benda publik yang berfungsi sosial dan berkelanjutan jangka panjang untuk generasi selanjutnya.

The implementation study of water resources management, the capillary irrigation area of Klaten regency is an effort to know how far the implementation process of decision and policy into the law and the regulations is followed up by the local government in the water resources management, the capillary irrigation area of Klaten regency. The purpose of this research is to know the implementation of water resources management, the capillary irrigation area and also to know the party effecting the water resources management, the capillary irrigation area of Klaten regency. The result of this research shows that the local government of Klaten regency has not fully implemented the determinations as stated on the acts number 7, 2004 about water resources, the government regulations number 20, 2006 about irrigation, the regulations of minister of settlement and infrastructure territory number 529/KPTS/M/2001 concerning about the transfer of authority guidelines of irrigation management to the association of water consumers farmers and the regulations of Minister of Home Affairs number 50, 2001 concerning about the guidelines of the association of water consumer farmers efficiency referred to: (1) The local regulations of Klaten regency concerning about the irrigation management has not been relevant with the demand of conditional development and the changes in social life due to this, it must be changed by the new local regulations; (2) The hand over authority arrangement of irrigation management to the association of water consumer farmers is returned to the handling technical institution, the association of water consumer farmers does not have good capability in human resources and financial; (3) According to the interrelated institution point of view, the aspect of human resources is still limited. It is found in the technical capability of the officer referring to their education, work experience and prospective they have, the condition is still under the standard, the aspect of interrelated organization, the executor has not been well implemented. It is found in the delegation of authority and responsibility among the functionary interest. It is caused by the less of coordination among interrelated institutions as a result the overlapping activity occurred in the irrigation management; (4) The rule of private or industry has been better. It is found in the indicator of water distribution coordination between the company and the water consumer farmers of the capillary irrigation area of Klaten regency, the support and the corporate social responsibility in irrigation sector and the coordination to develop the vision of water resources management towards the effective agriculture system in Klaten regency; (5) The rule of society or Non Government Organization has been well implemented. It is found in the coordination of consuming or distribution of water that has been well organized, the establishment of irrigation commission, the association of water consumer farmers, and the establishment of coordination forum of water consumer, the capillary irrigation area of Klaten regency. To increase the success of water resources management implementation, the capillary irrigation area of Klaten regency: (1) It needs to organize the new local regulation of Klaten regency concerning about the irrigation management; (2) It needs more number of personnel and the improving of knowledge in the related community institutions by the formal and non formal education; (3) It needs a routine coordination among related institutions; (4) It needs to establish the management of water resources of the capillary irrigation area to develop the mission of water resources management towards the effective agriculture system in Klaten regency; (5) In the management of water resources, the society and the local government not only consider the water as the economic commodity but also as the social function of public asset and it must be continued. The assets which belong to the public must obey the public regulations not the market regulations.
