Pengaruh strategi perintah dan kendali dan regulator diri pada perilaku penataan peraturan :: Studi pad karyawan Hotel Sahid Medan dan Pekanbaru

2008 | Tesis | S2 Magister ManajemenSeiring dengan perhatian berbagai organisasi untuk mengendalikan perilaku disiplin karyawan agar taat pada peraturan dan merujuk pada penelitian terdahulu oleh Tyler dan Blader (2005), penelitian ini dimaksudkan untuk dapat mengidentifikasi strategi yang optimal dalam upaya mencapai hal tersebut. Penelitian menganalisa pengaruh strategi perintah dan kendali dan regulatori diri terhadap perilaku pentaatan peraturan dengan menganalisa dimensi-dimensi pada masing-masing variabel. Adapun dimensi strategi perintah kendali terdiri atas dua dimensi, yakni pendeteksian perilaku dan reaksi terhadap perilaku. Dimensi strategi regulatori diri terdiri atas dua dimensi pula, yakni legitimasi aturan dan otoritas organisasi persepsian dan kongruen aturan dengan nilai moral karyawan. Dan dimensi perilaku pentaatan peraturan terdiri atas tiga dimensi, yakni kepatuhan pada kebijakan organisasi, kesukarelaan mematuhi kebijakan organisasi, dan pelanggaran peraturan. Penelitian dilakukan pada Hotel Sahid Medan dan Sahid Raya Pekanbaru dengan menyebarkan kuesioner pada seluruh karyawan hotel, dengan total responden sasaran sebanyak 150 (seratus lima puluh) orang karyawan yang terdiri atas 54 (lima puluh empat) orang karyawan Hotel Sahid Medan dan 96 (Sembilan puluh enam) orang karyawan Hotel Sahid Raya Pekanbaru. Dua variabel penelitian ditemukan tidak reliabel, variabel pelanggaran peraturan dan reaksi terhadap perilaku, sehingga pengujian menyangkut kedua variabel tersebut tidak dapat dilakukan. Hasil pengujian atas variabel-variabel lainnya ditemukan konsisten dengan penelitian terdahulu (Tyler dan Blader, 2005), strategi regulatori diri lebih berpengaruh pada perilaku pentaatan peraturan karyawan daripada strategi perintah dan kendali. Strategi perintah kendali, baik variabel pendeteksian perilaku maupun reaksi terhadap perilaku tidak berpengaruh secara signifikan pada perilaku pentaatan peraturan. Strategi regulatori diri sebaliknya menunjukkan pengaruh signifikan pada perilaku pentaatan peraturan, sehingga strategi regulatori diri dinilai akan lebih efektif mempengaruhi perilaku pentaatan peraturan karyawan.
As the attention of various organization increase to control the rule following behavior of their employees and referring to previous research by Tyler and Blader (2005), this research is intended to identify which strategy is the most optimal to achieve that goal. This research analyzes the effect of command and control and self regulatory strategy toward rule following behavior by analyzing the dimension of each variable. Command and control strategy consists of two dimensions, detection of behavior and reaction toward behavior. Self regulatory strategy consists of two dimensions as well, legitimacy and value congruence. While rule following behavior consists of three dimensions, compliance, deference, and rule breaking. Research was conducted at the Sahid Medan and Sahid Raya Pekanbaru Hotels by spreading questionnaires to all the hotel employees, total respondents of 150 people, consists of 54 (fifty four) employees from Sahid Medan Hotel, and 96 (ninety six) employees from the Sahid Raya Pekanbaru Hotel. Two of the total seven research variables were found not reliable, the rule breaking variable and reaction toward behavior variable, therefore further testing regarding these two variables cannot be done. Test results on the rest of the variables found to be in consistency with previous research (Tyler and Blader, 2005), self regulatory strategy was found to have more significant effect toward rule following behavior than command and control strategy. Command and control strategy, both the detection of behavior variable and reaction toward behavior variable, was found to have no significant effect toward rule following behavior. Self regulatory strategy on the other hand showed to have significant effects toward employees’ rule following behavior, therefore self regulatory strategy is considered to be more effective to regulate employees’ rule following behavior.
