Faktor-faktor yang mempengaruhi pemanfaatan pelayanan instalasi rawat jalan di RSU Indrasari Rengat dan Puskesmas Pekan Heran Kabupaten Indragiri Hulu

Latar belakang: Berdasarkan data jumlah pengunjung di RSU Indrasari dan Puskesmas Pekan Heran, diketahui bahwa terjadi peningkatan kunjungan pasien di Puskesmas Pekan Heran tetapi pengunjung di RSU Indrasari cenderung menurun. Kenaikan jumlah pengunjung Puskesmas menunjukkan bahwa partisipasi masyarakat dalam memanfaatkan sarana kesehatan ini semakin tinggi. Tujuan: Penelitian ini akan menganalisis pengaruh promosi, persepsi tarif, persepsi sakit, pengalaman pengobatan sebelumnya, mutu pelayanan yang diterima terhadap pemanfaatan pelayanan rawat jalan di RSU Indrasari Rengat dan Puskesmas Pekan Heran. Mengetahui perbedaan pemanfaatan pelayanan instalasi rawat jalan di RSU Indrasari, Puskesmas Pekan Heran dan masyarakat. Metode: Penelitian ini adalah penelitian survai. Penelitian dilakukan di RSU Indrasari Rengat dan Puskesmas Pekan Heran Kabupaten Indragiri Hulu. Kuesioner penelitian akan mengukur variabel-variabel: persepsi tarif, pengalaman berobat rawat jalan, promosi, persepsi sakit dan mutu pelayanan serta pemanfaatan pelayanan instalasi rawat jalan di RSU Indrasari Rengat dan Puskesmas Pekan Heran. Analisis data dilakukan dalam bentuk analisis univariat dan multivariat. Hasil: Faktor-faktor yang mempengaruhi pemanfaatan layanan kesehatan di RSU Indrasari Rengat adalah promosi, tarif, pengalaman berobat dan mutu pelayanan. Pemanfaatan Puskesmas Pekan Heran Kabupaten Indragiri Hulu dipengaruhi oleh adalah tarif, persepsi sakit dan mutu pelayanan, sedangkan pemanfaatan pelayanan kesehatan yang ada di masyarakat di pengaruhi oleh promosi dan mutu pelayanan. Mutu menjadi faktor yang dominan berpengaruh pada pemanfaatan RSU Indrasari Rengat, tarif berpengaruh secara dominan pada pemanfaatan Puskesmas Pekan Heran dan promosi berpengaruh terhadap pemanfaatan pelayanan kesehatan di masyarakat. Faktor-faktor yang berpengaruh terhadap pemanfaatan pelayanan kesehatan tidak berbeda pada ketiga kelompok. Kesimpulan: Pemanfaatan pelayanan kesehatan dipengaruhi oleh mutu pelayanan kesehatan yang bersangkutan.

Background: According to data of visitors of Indrasari Hospital and Pekan Heran Health Center there is increase of visits to Pekan Heran Health Center but decrease of visits to Indrasari Hospital. Increase of visits to the health center indicates that participation of community in the utilization of health facilities is getting higher. Objective: The study aimed to analyze the effect of promotion, perception on tariff, perception on hospital, previous experience in medication, quality of service received to the utilization of outpatient service of Indrasari Hospital of Rengat and Pekan Heran Health Center; and identity the difference in the utilization of outpatient installation service of Indrasari Hospital, Pekan Heran Health Center and in the community. Method: This was a survey carried out at Indrasari Hospital of Rengat and Pekan Heran Health Center, District of Indragiri Hulu. Questionnaires of the study measured perception on tariff, experience in outpatient medication, promotion, perception on hospital and quality of service as well as the utilization of outpatient installation service at Indrasari Hospital of Rengat and Pekan Baru Health Center. Data analysis used univariable and multivariable techniques. Result: Factors affecting the utilization of health service at Indrasari Hospital of Rengat were promotion, tariff, experience in medication and quality of service. The utilization of Pekan Heran Health Center at District of Indragiri Hulu was affected by tariff, perception on hospital and quality of service, whereas the utilization of health service in the community was affected by promotion and quality of service. Quality became the most dominant factor affecting the utilization of Indrasari Hospital of Rengat, tariff most dominantly affected the utilization Pekan Heran Health Center and promotion most dominantly affected the utilization of health service in the community. Factors affecting the utilization of health service did not differ among the three groups. Conclusion: The utilization of health services was affected by quality of health services provided by health service providers.
