Latar belakang. Dengan perkembangan teknologi saat ini, mengembangkan situs web sangat mudah dilakukan. Yang menjadi tantangan adalah bagaimana membuat informasi yang disajikan dapat dikelola secara berkelanjutan, bagaimana melibatkan stakeholder yang ada serta bagaimana menjaga kesesuaian informasi yang disediakan. Untuk itu, penelitan ini mencoba mengeksplorasi bagaimana proses pengembangan situs web Dinas Kesehatan Provinsi Sulawesi Tengah dengan melibatkan partisipasi para pengguna dalam perancangan situs web. Tujuan. Penelitian ini bertujuan untuk mengidentifikasi kebutuhan stakeholder Dinas Kesehatan Provinsi Sulawesi Tengah terhadap situs web baik bentuk, isi, maupun desainnya serta langkah pengembangannya. Metode. Penelitian ini merupakan action reaserch untuk membuat prototipe situs web Dinas Kesehatan Provinsi Sulawesi Tengah. Partisipan dalam penelitian ini adalah stakeholder yang terkait dengan keberadaan situs web Dinas Kesehatan Provinsi Sulawesi Tengah. Penelitian ini dimulai dengan mengidentifikasi kebutuhan terhadap situs web sampai dengan evaluasinya dengan mengikuti tahapan metode action research. Hasil. Pengembangan situs web ini dimulai dengan identifikasi kebutuhan stakeholder. Partisipan pada penelitian sebanyak 14 orang, 4 orang diantaranya mengikuti penelitian ini hingga proses pembelajaran. Stakeholder membutuhkan informasi seputar pelaksanaan kegiatan di Dinas Kesehatan Provinsi Sulawesi Tengah. Setelah kebutuhan stakeholder diketahui proses pengembangan situs web dilanjutkan dengan pembuatan desain, penerapan situs web dan melaksanakan evaluasi. Evaluasi dilaksanaan terhadap pemanfaatan, kemudahan dan kelengkapan situs. Penelitian ini berakhir setelah dilaksanakan pembelajaran guna mengetahui pendapat pengguna terhadap proses pengembangan situs web ini. Kesimpulan. Metode action research sesuai untuk pengembangan situs web. Isi maupun desain situs web ini telah disesuaikan dengan kebutuhan stakeholder. Proses perancangan dan pengembangan dimulai dari indentifikasi kebutuhan, pembuatan desain, penerapan situs web, melaksanakan evaluasi dan pembelajaran. Agar informasi yang disajikan dapat dikelola berkelanjutan dukungan organisasi sebaiknya lebih ditingkatkan, khususnya kerjasama lintas program serta peningkatkan pengetahuan pengelola.

Background: By the recent technology development, everybody can develop a website easily. Nevertheless, there are some challenges on it; how to present information continuously, how to take the stakeholders involvement, and how to maintain information suitability. This study would explore the actual process of a website development at Province Health Office of Central Sulawesi in which the users took participation in its development. Objective: This study aimed to identify the stakeholder’s needs, Province Health Office of Central Sulawesi, toward the website relating to its content, form, design, also the development procedure. Method: This study was action research in making the Province Health Office of Central Sulawesi’s website prototype. The participants were the stakeholders who had importance to the existence of the website in Province Health Office of Central Sulawesi. The study followed the action research procedures; started by the needs identification and ended by the evaluation of the website. Results: The development of this website was started by the need identification of the stakeholders. The participants were 14 people, 4 of them participated in this study until the learning process. Stakeholders needed the information about the office’s activities. After that, it continued with the design process, implementation the website, and the evaluation. The evaluated factors were usability, easiness, and completeness of the website. The study was ended by the learning process to find out the users’ opinions about the website’s development process. Conclusion: The action research method was suitable for the website development. Its contents and design were based on the users’ needs. The process of designing and development consisted of needs identification, design process, implementation of the website, evaluation, and learning process. In order the information were managed continuously, organization support should be improved, especially in cross-program cooperation and management’s knowledge improvement.
