Penyebab Kegagalan dan Keberhasilan Penerapan Sub Sistem Informasi di RSUD Dr. Achmad Mochtar Bukittinggi

Latar belakang: Dari kedua subsistem informasi yang ada di rumah sakit, pertama sistem informasi apotek telah berjalan selama 3 tahun dari tahun 2005 sampai dengan sekarang (2007) dan Sistem informasi penagihan rawat jalan dan rawat inap dari tahun 2001 sampai dengan tahun 2007 belum berjalan sesuai dengan kontrak atau yang diinginkan rumah sakit. Tujuan:. Untuk mendeteksi penyebab kegagalan subsistem informasi penagihan rawat jalan dan rawat inap dengan cara membandingkan penerapan subsistem informasi Apotek yang berjalan dengan penerapan subsistem informasi penagihan rawat jalan dan rawat inap yang tidak berjalan. Metode Penelitian: Jenis penelitian yang digunakan adalah penelitian Kualitatif eksploratif. Rancangan ini dipilih karena akan menggali secara mendalam penyebab kegagalan dan keberhasilan subsistem informasi rumah sakit dari kedua subsistem informasi apotek yang berjalan dalam implementasinya dan subsistem informasi penagihan rawat jalan dan rawat inap yang tidak berjalan dan hal-hal penting yang terjadi dalam setting penelitian. Hasil Penelitian: Wawancara dilakukan pada 22 orang penguna sistem informasi sebagai responden. Hasil penelitian menunjukkan bahwa keberhasilan penerapan subsistem informasi apotik karena komitmen yang kuat dari atasan dan staf instalasi farmasi yang ingin berubah dari manual ke komputerisasi sedangkan Kegagalan subsistem informasi disebabkan kurangnya koordinasi antar bagian yang terlibat SIRS dan kerusakan sebagian perangkat keras dan jaringan Lan Kesimpulan: Semua pengguna menerima subsistem informasi apotik menerima karena kemudahan dan kemanfaatannya dan merasa puas karena subsistem informasi apotik dapat membantu aktivitas pekerjaan mereka sedangkan sebagian pengguna Subsistem informasi penagihan belum menerima kemudahan dan kemanfaatnya dan belum merasa puas karena belum membantu aktivitas pekerjaan mereka

Background : Between two information subsystem operated in the hospital, the drugstore information system has been operated for 3 years from 2005 to this year (2007) and the information system of outpatient and inpatient invoice has been operated from 2001 to 2001, which is hardly in line with the contract or in accordance with the hospital’s needs. Objectives : to detect the factor affecting the failure in the information subsystem of outpatient and inpatient invoice by way of comparing the implementation of drugstore information subsystem and that of outpatient and inpatient invoice information subsystem. Research Method : Qualitative explorative was adopted in this research. The design was chosen as it explored in depth the factor affecting the failure and success of hospital information subsystem for drugstore area which was successfully implemented and inpatient and outpatient invoice information subsystem which was less successful, respectively and to find any important issues in the research setting. Results : the interview was conducted on 22 information system users as the respondents. The result indicated that the success in the implementation of drugstore information subsystem was due to the strong commitment of the pharmacy installation management and staff who underwent the change from manual to computerized operation, while the failure in the implementation of inpatient and outpatient invoice subsystem information was closely related with the lack of coordination among the section involved in SIRS and the breakdown of the hardware and LAN network. Conclusion : all of the users of drugstore information subsystem were provided with the ease and benefit of the subsystem and felt satisfied as the subsystem help do their activities. In contrast, the users of inpatient and outpatient invoice information subsystem failed to gain the benefit from the subsystem since it hardly help them do their activities.
