Quality Assurance/Menjaga Mutu Pelayanan Asuhan Keperawatan di Ruang Rawat Inap RSUD Atambua Kabupaten Belu

Latar Belakang: Keperawatan sebagai salah satu profesi, mempunyai kedudukan penting dan merupakan bagian yang tidak terpisahkan dari system pelayanan kesehatan, serta merupakan salah satu faktor yang dapat menentukan proses kesembuhan pasien. Pada era globalisasi ini profesi keperawatan dituntut untuk bekerja secara profesional. Untuk itu perlu adanya penelitian guna memperoleh gambaran proses asuhan keperawatan yang dilakukan oleh perawat profesional. Tujuan: Untuk memperoleh gambaran proses asuhan keperawatan yang dilakukan oleh perawat dan mengetahui praktek asuhan keperawatan yang sesuai dengan asuhan keperawatan Depkes, serta mengetahui gambaran mutu asuhan keperawatan dilihat dari aspek klinis, keselamatan pasien, dan kepuasan pasien/keluarga dengan pelaksanaan asuhan keperawatan di RSUD Atambua. Metode: Jenis penelitian deskriptif dengan menggunakan rancangan Cross Sectional, instrumen penelitian dengan observasi/check list, kuesioner, studi dokumentasi, dan wawancara mendalam terstruktur, tape recorder. Subyek penelitian adalah perawat di ruang rawat inap yang sedang melaksanakan proses asuhan keperawatan, dan pasien/keluarga yang sedang dirawat inap mulai hari ketiga keatas yang menilai terhadap mutu asuhan keperawatan yang dilakukan perawat kepada pasien/keluarga, menggunakan metode kuantitatif yang didukung kualitatif, analisis univariat, lokasi di RSUD Atambua, penelitian ini dilakukan dari 22 oktober 2007- 30 Januari 2008. Hasil penelitian: Mutu asuhan keperawatan yang dilakukan oleh perawat di ruang rawat inap RSUD Atambua belum mencapai standar asuhan keperawatan Depkes RI, rata-rata pencapaian baru 48,22%, dimana pada kompetensi A & C baru mencapai 34,03%, persepsi pasien/keluarga terhadap mutu asuhan keperawatan baru mancapai 54,91%, aspek klinis baru mencapai 60,61%, sehingga semuanya belum mencapai standar asuhan keperawatan Depkes yaitu sebesar 80%. Kesimpulan: Mutu asuhan keperawatan yang dilakukan oleh perawat di ruang rawat inap RSUD Atambua masih belum sesuai standar asuhan keperawatan Depkes RI. Penilaian proses asuhan keperawatan, tindakan keperawatan, persepsi pasien/keluarga terhadap mutu asuhan keperawatan, dan aspek klinis yang dilakukan perawat, semuanya belum mencapai standar asuhan keperawatan Depkes RI.

Background: Nursing care as a profession has an important role and become an integrated part of the health services and determinant factor in the healing process of patient. Current globalization demands nursing profession to be professional. Therefore, researches are necessary to obtain the entity of nursing care process performed by professional nurse. Goal: To obtain a description of nursing care process performed by the nurse and nursing practices referring to nursing care according to Health Department and knowing the quality assurance of nursing care in the areas of clinics, safety of patient, and satisfaction of patient/and or family towards the performance of nursing care in the State Hospital of Atambua. Method: Descriptive type of research using Cross Sectional Design with the instruments such as observation/check list, questionnaire, document analysis, deep structured interview and tape recording. Subject of the research are nurses in the interne whom performed nursing process and patient/family whom had been hospitalized more than three days regarding their opinions on quality assurance of nursing care they received, using quantitative method supported with qualitative and invariant analysis. The research took place in the State Hospital of Atambua from 22 October 2007 to 30 January 2008. Result: Quality of nursing care performed by nurses in interne at the State Hospital of Atambua hasn’t reach yet the standards of nursing care according to Health Department of Republic of Indonesia where the average achievement is 48.22% with 34.04% of Competence A & C, 54.91% of perception of patient/family toward nursing care quality, 60.61% of the clinical aspect; thus its achievement still below the nursing care standard of Health Department which is set for 80%. Conclusion: Nursing care quality performed by nurses in the interne at the State Hospital of Atambua hasn’t reach yet the nursing care standards of Health Department of Republic of Indonesia. Assessment on nursing care process, nursing performance, perception of patient/family towards nursing care quality, clinical aspect performed by nurses are still below the nursing care standards of Health Department of Republick of Indonesia.
