Analisis Kebijakan Yang Berhubungan dengan Kepuasan Kerja Bidan Pegawai Tidak Tetap di Kabupaten Bengkulu Selatan

Produktivitas kerja bidan masih rendah. Proporsi tenaga bidan PTT 59,3% dari jumlah bidan yang ada di Puskesmas. Bidan PTT mengeluh terhadap gaji yang diterima. Sebagian bidan PTT tidak tinggal di tempat tugas, bahkan ada yang hanya 3-4 hari berada di tempat tugas. Tujuan : Penelitian ini bertujuan mengidentifikasi faktor yang berhubungan dengan kepuasan kerja serta gambaran kebijakan daerah berhubungan dengan kepuasan kerja bidan PTT di Bengkulu Selatan. Metode : Penelitian observasional dengan metode kombinasi kualitatif dan kuantitatif. Metode kuantitaif untuk mengidentifikasi faktor yang berhubungan dengan kepuasan kerja bidan PTT, sedangkan metode kualitatif untuk mengetahui gambaran kepuasan kerja serta kebijakan daerah berhubungan dengan kepuasan kerja bidan PTT di Bengkulu Selatan. Hasil : Secara umum kepuasan kerja bidan PTT di Bengkulu Selatan dalam katagori puas. Variabel karakteristik individu dan pekerjaan secara statistik berhubungan secara bermakna dengan kepuasan kerja, kecuali variabel gaji. Proporsi responden menunjukkan puas pada kelompok umur >30 tahun dan lama kerja >3 tahun lebih rendah dari kelompok umur ≤30 tahun dan lama kerja ≤3 tahun. Responden pendidikan D3 kebidanan lebih tinggi kepuasannya dari pada responden D1 kebidanan. Pada karakteristik pekerjaan diketahui proporsi responden menunjukkan tidak puas tertinggi pada variabel gaji dan pekerjaan. Hasil studi kualitatif menunjukkan faktor yang sangat dikeluhkan bidan PTT di Bengkulu Selatan adalah ketidakpuasan terhadap gaji dan supervisi. Keluhan bidan PTT belum secara terorganisir muncul sebagai aspirasi kelompok. Perekrutan, penempatan dan mutasi tenaga bidan PTT sepenuhnya dilaksanakan Dinas Kesehatan dengan mengacu Kepmenkes RI nomor 1212 Tahun 2002. Belum ada kebijakan daerah yang berhubungan dengan upaya meningkatkan kepuasan kerja bidan PTT, kebijakan daerah lebih fokus pada pembangunan sarana fisik. Kesimpulan :. IBI dan Dinas Kesehatan belum perperan optimal dalam mengakomodasi keluhan bidan PTT. Fokus kebijakan daerah belum pada pengelolaan sumberdaya manusianya. Peningkatan pendidikan, pemberian insentif berupa tunjangan daerah serta supervisi yang efektif diharapkan dapat meningkatkan kepuasan kerja bidan PTT sehingga produktivitas kerja semakin membaik.
Background: The attainment of indicators of maternal health service program in the Regency of South Bengkulu is still far beyond the target. The productivity of the midwives is still low. Most of the midwives in the health centers (59%) are non-permanent. Many of those non-permanent midwives did not always stay in their assigned place of works or only available in their places for 3-4 days. Purpose: This research is aimed at identifying factors related to work satisfaction as well as describing the regency’s policy on work satisfaction among non-permanent midwives in South Bengkulu Regency. Method: The type of this research was observational with the design of case study using qualitative and quantitative methods. The quantitative method was used to identify factors related to the work satisfaction of the non-permanent midwives. The qualitative method was used to describe the work’s satisfaction and the regency’s policy of the non-permanent midwives in South Bengkulu. Result: In general, the non-permanent midwives in South Bengkulu were satisfied with their overall jobs. Their individual characteristics and job were statistically related to their work’s satisfaction, except to salary. The proportion of respondents aged >30 year old who satisfied with the job and those who had work period of >3 years were lower than those aged ≤30 with work period of ≤3 years. The respondents who graduated from D3 have had more satisfaction level compared to those graduated from D1. On the work’s characteristics, it was found that the respondents dissatisfied on their salary and their job. The qualitative study have showed that midwives mostly complained about their salary and supervision. However, the complains have not been seen as the voice of the group due to the nature of the midwives association (IBI). The recruitment, placement, and the transfer of non-permanent midwives were fully carried out by the central office of the Department of Health under the Ministry of Health’s Decree number 1212 year 2002. There was no local policy related to the increasing of non-permanent midwives satisfaction, as the main focus of the local government was on the construction of physical infrastructure. Conclusion: The IBI and the local government have not been optimally taking the role in accomodating the non-permanent midwives’ complains. The regency’s main policy has not touched the management of human resources. Continuing education, providing incentives, and effective supervision would hopefully increase the work’s satisfaction and the productivity of the midwives.
